Subject: Approval of 2023 Budget for the Yuba Sutter Community 4th of July Event Recommendation:
Pass a Motion to approve the budget for the 2023 Yuba Sutter Community 4th of July Event per the contract with Sapphire Group, LLC. approved by the City Council on March 15, 2022.
Rationale for Recommendation:
In 2022, City Council approved a two-year contract for 2022 and 2023 with Sapphire Group LLC to organize and operate the annual Yuba Sutter Community 4th of July Event at Beckwourth River Front Park.
A condition of the contract is that Sapphire would provide the 2023 budget prior to commencing work to be approved by Council.
Discussion & Analysis
This event is very popular with the residents of Marysville and the surrounding jurisdictions (Yuba County, Sutter County, Yuba City) with several thousand people watching the event every year as there are restrictions on firework usage in the area. This event allows families to celebrate Independence Day with a traditional, professional, and safe fireworks show put on by a licensed pyrotechnic company.

Goal #2: Expand Economic Development by adding local growth and dollars spent within the City.
Fiscal Analysis:
The budget for the 2022 event was approved at $34,750. With increased costs to vendor who provides the fireworks and Sapphire for the coordination and additional expenses of the event, the proposed budget for 2023 is being requested at $38,500. This is an increase of $3,750 from the prior year. Each of the four participating jurisdictions (Marysville, Yuba City, Yuba County, and Sutter County) will contribute $8,000 with an additional $500 being collected from vendor revenue. Sapphire will endeavor to raise the remaining $6,500 needed to cover the event through other event sponsors. If the full $6,500 is not collected, the additional cost will be absorbed by the City. This event will be budgeted in the fiscal year 2023-2024.
