Item #07
Date: April 4, 2023
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Caltrans Clean California Local Grant Program - Cycle Two 2023/2024 Recommendation:
Pass a Motion to 1) authorize the City Manager to designate the Yuba Sutter Economic Development Council (YSEDC) as designee, to submit for Clean California Local Grant Program grant application for the Ellis Lake Park Enhancement Project 2) pass Resolution 2022-XX and 3) approval to accept the grant in the event the City of Marysville is awarded funding.
Rationale for Recommendation:
Submitting for and accepting this grant funding would allow the City of Marysville to make enhancements to the Ellis Lake Park that will benefit the residents and quality of life for youth, seniors, and families by improving physical activity, cultural enrichment, and environmental education. Ten recreation features are proposed:
1. Three play-pocket stations for Children surrounded by fencing to protect the children and define the play area. These play-pocket stations will provide safe play areas for children while families enjoy a baseball game at Bryant Field adjacent to Ellis Lake Park, a family picnic or a function/event on the event island.
2. Event Island: Covered stage with power and water for events and picnic tables. The event island will provide a venue for special events such as “Music in the Park”, weddings, community service club events, such as a fishing derby, and more.
3. Parking Lot enhancements: ADA compliant parking area added and Secure Bicycle Parking. An ADA compliant parking area will provide parking for those with disabilities and increase overall usage for all.
4. Outdoor Fitness Course with four exercise stations located throughout the park near multi-use trail. The exercise stations will be suitable for seniors, adults and teens and provide a fun way to get families active.
5. Fishing areas: Concrete pads and benches at edge of lake. Fishing areas will permit fishermen to enjoy the lake and fishing without impeding on the path for walkers and joggers.
6. Park and Trail-way signage. Wayfinding and educational signage will identify the lake to visitors and tourists and engage with users, sharing information about the lake history, unique features of the site and the city of Marysville.
7. Sculptures or other outdoor art displays. Partnering with Yuba-Sutter Arts and Culture, art projects will be installed around the lake at locations not yet identified.
Item #07
8. Installation of a 6’ wide multi-use Asphalt trail and repair and removal of existing pathway sections. This multi-use trail will provide a safe pathway connector to existing bicycle circulation routes including the trails located along the levees that surround Marysville.
9. Addition of a Bioswale. The addition of this storm water conveyance will absorb low flows or carry runoff from heavy rains.
10. Upgrade existing light fixtures to LED. This upgrade to energy efficient lighting will decrease the electric demands and improve safety for users.
Background:
The Clean California Local Grant Program (CCLGP) was established by the legislature for the purposes of beautifying and cleaning up local streets and roads, tribal lands, parks, pathways, transit centers, and other public spaces. The CCLGP is a three-year, $296 million program. It is one component of the overall $1.1 billion Clean California Program.
In Cycle 1, the California Department of Transportation (Caltrans), which has been administering the CCLGP, received 329 applications by the application deadline of February 1, 2021, that sought $758,485,147 in grant funds. Caltrans established 48 teams of three subject matter experts throughout the 12 Caltrans District Offices to evaluate these applications.
Eligible projects are infrastructure or non-infrastructure projects that reduce litter, beautify public spaces, improve public health, and foster place-making.
The City of Marysville submitted a grant application during Cycle 1 for the Ellis Lake Park Enhancement project seeking $2,880,348. Unfortunately, the project was not awarded.
On February 14, 2023, Caltrans put out a Call for Projects for its Cycle 2 Clean California application with a deadline of April 28, 2023, with award announcement set for Fall 2023 and a project completion date of June 30, 2026.
Discussion & Analysis:
As Staff and the YSEDC had invested heavily into the preparation of the Ellis Lake Park Enhancement Project to include public outreach and public meetings in the summer of 2021, it was decided to update the Cycle 1 application and resubmit the application again for Cycle 2.
At the City Council on March 21, 2023, YSEDC made a Comprehensive Economic Development Strategy 2022 Performance Report to the City Council and during the Q&A session, it was discussed with City Council to reapply the Ellis Lake Park Enhancement project for Cycle 2.
On March 24, 2023, YSEDC met with staff to discuss the application process in order to meet the April 28, 2023 deadline. A working draft of Cycle 2 Narrative portion of the application (based off of Cycle 1) is attached for reference.
Award is expected to be in August/September 2023 and if successful, Staff would need to present a resolution to the City Council to accept the award at that time. See sample Board Resolution attached.
Fiscal Impact:
There is no local match requirement. If awarded, staff would execute the grant.
