I. Introduction
This report has been prepared pursuant to the requirements of Government Code Section 65400. Guidance for preparation of the report is provided by the Governor’s Office of Planning and Research (OPR).

In conjunction with the Sacramento Area Council of Governments (SACOG) Marysville is receiving $490,000 in grant funding to prepare a Downtown Specific Plan on a portion of the city. The City will leverage those funds to prepare a concurrent General Plan and Zoning Code Update, as well as concurrent environmental review with a joint Environmental Impact Report (EIR).
The purpose of the Downtown Specific plan will be to identify infill housing opportunities, economic development/revitalization, and increase mobility options to facilitate bicycle and pedestrian access. It will cover the Medical Arts District, Downtown, Ellis Lake District and E Street Corridor consistent with the goals of SACOG’s Green Means Go initiative.
This is a unique opportunity to leverage the grant funds to update the General Plan and set the vision for the future of Marysville.
In order to be consistent with recent state law the City will also do a comprehensive Zoning Code Update and establish objective design standards.
III. General Plan Elements
The General Plan details the City’s guiding principles for a variety of planning topics and is the constitution for future development. California Government Code Section 65300 et seq. provides direction and specifications for the content of the General Plan.
The following seven elements are required:
• Land Use
• Circulation
• Conservation
• Open Space
• Noise
• Safety
• Housing
The elements may be combined or renamed, but basic requirements must be included.
An agency may adopt any type of optional element, such as an Economic Element, at its discretion. Only the Housing Element must be certified by another agency (i.e., HCD).
The City of Marysville General Plan consists of the following Elements:
• Land Use
• Open Space, Conservation, and Recreation
• Circulation and Scenic Highways
• Community Safety and Seismic Safety
• Noise
• Housing
The following sections address implementation for each of the City’s General Plan Elements.

Land Use Element
The Land Use Element guides City’s land use policy and insures that appropriate development takes place, with adequate provision of public services and utilities. Land use designations are specified, defined, and mapped in the Land Use Diagrams. The land use designations roughly correspond to the City’s zoning districts. Existing condition of Infrastructure and future needs is also included in the Land Use Element.
Summary City Goals found within the Land Use Element are as follows:
• To designate, protect, and provide land to ensure sufficient residential development to meet community needs.
• To retain and renew existing commercial land uses and designate sufficient new commercial areas to meet future city needs.
• To provide sufficient land designated for industrial uses that are compatible with the existing community.
Potential impacts from new development are assessed under CEQA. Additional conditions of approval and mitigation may be required if deemed necessary to provide for issues such as screening, parking, and noise-reduction, or otherwise address issues per the General Plan’s direction.
Open Space, Conservation, and Recreation Element
The Conservation and Open Space Element works to provide a description of the land and waters that are unimproved and are to be devoted to natural uses through land use designation; a description of conservation efforts that will protect and maintain natural resources; and a description of existing and planning recreation sites and facilities. The summary City Goal found within the Open Space, Conservation, and Recreation Element is as follows:
• To designate, protect, and conserve the natural resources, open space, and recreation lands in the City; and provide opportunities for recreation activities to meet citizen needs.
Circulation and Scenic Highway Element
The general well-being of a modern-day City is dependent upon its ability to efficiently and safely transport people and goods within, and through the area. The Circulation and Scenic Highway element provides a plan of how the City will coordinate transportation and circulation activities, promote efficient travel, and make efficient use of existing and proposed facilities and public utilities transporting goods and people.
The summary City Goal found within the Circulation is as follows:
• To provide and maintain a safe and efficient system of streets, highways, and public transportation to service residents’ needs, promote sound land use, and 2022 General Plan Annual

protect and enhance scenic highways.
Community Safety and Seismic Safety
The Community Safety and Seismic Safety Element provide a description of activities and services which provide protection from natural and manmade hazards. The summary City Goal found within the Community Safety and Seismic Safety Element is as follows:
• To minimize the danger of natural and manmade hazards and to protect residents and visitors from the dangers of earthquake, fire, flood, or other disaster.
The state requires the Safety Element be updated at the time the Housing Element is updated. The Safety Element update was approved in 2021.
Noise
The Noise Element provides an analysis of community noise and the exposure to noise by its citizens. The purpose of the Noise Element is to protect citizens from noise that could jeopardize their health and welfare. The summary City Goal found within the Noise Element is as follows:
• To protect residents from health hazards and annoyance associated with excessive noise levels.
Housing Element
The Housing Element works to provide housing for all of the community and addresses the needs of specified populations. The current Housing Element covers the period 2021 to 2021.
Current data shows that since the Housing Element update, 11 new residential units were submitted in 2022. The construction of the East Lake Apartments for 71, 100- percent affordable units submitted in 2021, is nearing completion and expected to be issued occupancy permits in 2023.
The City continues to work with service providers to provide for the needs of lowerincome households, the disabled, and other special needs populations, per the direction provided by the Housing Element. Summary City Goals found within the Housing Element are as follows:
• Accommodate the City’s share of Regional Housing Needs for all income groups.
• Encourage the provision of affordable housing.
• Improve/Conserve the existing supply of housing.

• To conserve existing affordable housing.
• Ensure equal housing opportunity.
• To promote energy conservation.
• Promote the preservation of Historic Resources.
IV. Involvement/Participation
To achieve the summary goals listed above, the City has continued dialogue with local, regional, State, and federal agencies on a variety of projects, thereby continuing previous coordination efforts with other agencies and facilitating new opportunities.
Several General Plan Update public workshops occurred in conjunction with both the Planning Commission (March and July 2022) and the City Council (April and August 2022) to solicit feedback.
The City established a General Plan Advisory Committee (CPAC) with volunteers made up of interested stakeholders such as members from the Planning Commission, business community, major employers such as the hospital, residents, the County and the Chamber of commerce. The Committee is providing input into the process on key items and has met three times to date. It is expected that there will additional meetings, to be determined, as information becomes available. The meetings are open to public, and information is posted to the City’s website.
In addition, three online surveys to solicit feedback on the General Plan update were conducted. A mailer was sent out to all residents in the Fall of 2022 to notify businesses and residents about the General Plan Update and how to become involved.
A Notice of Preparation (NOP) to prepare an Environmental Impact Report (EIR) was circulated in December 2022 to solicit feedback on the General Plan, Downtown Specific Plan and Zoning Code Update.
The City also involves citizens, Native American tribes (tribal consultation consistent with AB 52), and public interest groups in the planning process. Staff works to ensure that the public is made aware of all planning projects through mailings and notices in the newspaper to allow for their participation. Routine feedback and public input is requested, and the City strives to ensure that its website is maintained and provides for current up-to-date information regarding planning issues.
V. Conclusion
The General Plan is the City’s roadmap and guiding vision. Due to the world’s everchanging nature, upkeep and maintenance of the General Plan should be a continuous process. The City implements the General Plan’s vision on a day-to-day basis in its 2022 General Plan Annual
