Item #06
Date: May 2, 2023
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Memorandum of Understanding to Participate in the Yuba County Commercially Sexually Exploited Children/Youth Protocol (CSE C/Y)
Recommendation:

Pass a Motion to 1) approve Resolution No. 2023-XX to enter into a Memorandum of Understanding to participate in the Yuba County Commercially Sexually Exploited Children/Youth Protocol and 2) authorize the Police Chief, or designee to execute the Memorandum of Understanding (MOU).

Rationale for Recommendation:

All participating agencies will assign personnel who have been trained to recognize the signs and symptoms of commercial sexual exploitation in order to engage any suspected CSE Children and Youth using best practice approaches.

Background:

The Commercially Sexually Exploited Children/Youth (CSE C/Y) Program is administered by the California State Department of Social Services pursuant to SB-855. Commercially Sexually Exploited children/youth refers to those children and youth identified to be victims, or at risk of becoming victims, of commercial sexual exploitation (CSE). Yuba County has developed and will utilize a multidisciplinary team approach to CSEC/Y case management, service planning, and provision of services.

The Department was previously authorized and approved to participate by the City Council in 2018 and the MOU expired, and therefore this is a renewal of said MOU.

Discussion & Analysis:

The following agencies to this Memorandum of Understanding (MOU) have agreed to participate in the Yuba County Commercially Sexually Exploited Children/Youth Protocol: Yuba County Health and Human Services Department, Sutter-Yuba Behavioral Health, Yuba County Juvenile Court, Yuba County Counsel, Yuba County District Attorney’s Office, Yuba County Public Defender, Yuba County Probation, and Law Enforcement Agencies (including Yuba County Sheriff’s Department, Marysville Police Department, Wheatland Police Department and California Highway Patrol).

Item #06
Legal Review:

The agreement has been reviewed and approved by City Legal Staff in prior approval and no significant changes were made to the MOU.

Fiscal Impact:

There is no fiscal impact as outlined in the Memorandum of Understanding.
