Item #05
Date: April 18, 2023
To: Mayor and City Council
From: Kathy Pease, Contract Planner
Dan Flores, Community Development Director
Jim Schaad, City Manager
Subject: 2022 Housing and General Plan Annual Progress Report Recommendation:

Pass a Motion to accept the 2022 General Plan and Housing Element Annual Progress Reports.

Background:

State law (Senate Bill 1333) requires the city to submit a Housing Annual Progress Report (APR) and a General Plan Annual Progress Report to the State Housing and Community Development Department (HCD) and the Office of Planning and Research (OPR) by April 1st of each year. The attached General Plan Annual Progress report provides an overview of the City’s General Plan implementation in calendar year 2022. Of note is the kickoff in 2022 of the City’s General Plan Update, Downtown Specific Plan and Zoning Code Update expected to be completed by June of 2024.

State law also requires that all cities and counties separately create a Housing APR spreadsheet that describes the community’s progress toward implementing the Housing Element. The Housing Element APR fulfills statutory requirements to report certain housing information, including the local agency's progress toward meeting its share of regional housing needs (i.e., applications, entitlements, permits, and certificates of occupancy); certain rezoning activities; actions taken toward completion of housing element programs, and local efforts to remove governmental constraints to the development of housing (Government Codes Sections 65584.3(c) and 65584.5(b)(5)).

Discussion and Analysis:

Staff submitted copies of the Housing APR and General Plan Draft APR to both HCD and OPR on March 17, 2023, in order to meet the April 1, 2023, deadline. State law requires that the City Council accept the progress reports. There was not time meet the agenda deadlines for a meeting in March.

Therefore, this item is being brought to the April 18th City Council meeting. If the City Council requests any changes or revisions, the document will be revised and resubmitted to the state.

Submission of the documents is vital to the interests of the City because if the reports are not submitted, the state would deem the city out of compliance with the Housing Element and not eligible for state grants.

The Housing Annual Progress reports the city’s progress in meeting its Housing Element obligations for 2021-2022. The City’s Regional Housing Needs Allocation (RHNA) during this timeframe is 167 units.

In 2022, the city received five applications for residential projects, including two single family units, and two projects proposing four-units each. The East Lake Apartment project which includes 71 100- percent affordable units approved in 2021 is nearing completion and expected to get occupancy permits this year.
