Item #03
Date: May 2, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Proposition 64 Cohort 3 Grant
Recommendation:

Pass a Motion to 1) approve Resolution No. 2023-XX authorizing the City Manager, or their designee, to accept the Proposition 64 Cohort 3 Grant through the Board of State and Community Corrections (BSCC) and 2) approve an Agreement with Yuba County Office of Education (YCOE) to operate the grant as the Service Contractor Agency.

Rationale for Recommendation:

After the success of the prior Prop 64 Cohort 2 grant, the City and YCOE have agreed to partner again for the Prop 64 Cohort 3 grant funding that became available for application in October of 2022. The City has received confirmation that the BSCC Board approved funding for our proposal on April 13, 2023 and contract documents will be sent out the end of April/first week of May. The next step is to adopt Resolution No. 2023-XX so that the City may fully execute the grant agreement.

Background:

In November of 2016, voters approved Proposition 64, the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA) which legalized the recreational use of marijuana. A portion of the tax revenue from the cultivation and retail sales of cannabis would be used to make grants to local government to assist with law enforcement efforts, fire protection efforts, or other local projects addressing public health and safety associated through BSCC. With the current Cohort 3, applicants were eligible to apply for funding of up to $3,000,000 for the following Purposed Project Areas (PPA).

1. PPA 1: Youth Development/Youth Prevention and Intervention

2. PPA 2: Public Health

3. PPA 3: Public Safety

4. PPA 4: Environmental Impact
To be eligible to apply, a City or County government must not have a specific ban on both indoor and outdoor commercial cannabis cultivation, or retail sale of marijuana or marijuana products.

Discussion & Analysis:

The proposed programs will include a Marijuana Intervention and Prevention Program (MIPP) and a Youth Recreation Program. The MIPP is an evidence-based, school intervention with universal, selected, and Item #03
individualized components that builds positive home-school connections. MIPP promotes a school culture that increases family-school engagement and positive working relationships between caregivers and schools as research has shown that outcomes for students improve with caregiver involvement. The MIPP is a tier system of support that is as follows:

Tier 1: Anti-marijuana use campaigns at school sites through assemblies, posters, marketing materials, and group activities.

Tier 2: This includes two components. First is an educational training series for school site staff, parents and community members. Second is group education for miners who have been identified as using and/or involved in marijuana.

Tier 3: Provide individual marijuana counseling to students and their parents.

The Youth Recreation Program is a program that creates prosocial, developmental, physical, and social activities to increase chances for youth to become socio-economically successful. This programs intent will create a sustainable parks and recreation program in the City of Marysville.

Though the grant funding, YCOE will be hiring the following staff for the success of the program:
• One Coordinator
• MIPP Program: One Prevention Specialist.
• Youth Recreation Program: One Prevention Assistant, One Instr. Technology Specialist • Both programs will include one Clerk for data collection and program analysis.

Alignment with City Council Goal:

Goal #5: Support Parks and Recreation; as this grant will provide pro-social educational activities for our youth.

Fiscal Analysis:

The total award for the grant is up to $3,000,000 with a five-year grant project cycle commencing on May 1, 2023 and ending on April 30, 2028 with no local match requirement. The City will be eligible to collect up to 10% of the actual total direct project costs over the life of the grant and a part time Grant Administrator has been written into the grant subject to future Council approval. All amounts payable to YCOE per the project budget will be subject to the Agreement included with this Council item.
