Item #03
Date: May 16, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Contract Amendment No. 1 with Management Advisory Services (MAS) Recommendation:

Pass a Motion authorizing the City Manager, or designee, to execute Amendment No. 1 to add an additional $80,000 to the existing Agreement with MAS in an amount not to exceed $200,000 to continue planning services on projects assigned by the City.

Rationale for Recommendation:

The City entered into an agreement with MAS on July 1, 2021 to provide on-call planning services on projects assigned by the City after the prior contract with MAS expired on June 30, 2021. Through evaluation with the Community Development Director and Finance Director, it has been deemed necessary to extend the contract through December 31, 2024 with a new not to exceed amount of $200,000 to continue with projects currently underhand to ensure completion.

Discussion & Analysis:

The original consultant services agreement was entered into with MAS on July 31, 2020 with a Scope of Services to provide on-call planning services on projects assigned by the City. The initial agreement was executed upon the vacancy of the Community Development Director position. On October 20, 2020, the City entered into a First Amendment to the agreement to increase the total contract to a not to exceed amount of $120,000 to continue providing on-call planning services with an end date of June 30, 2021.

With a new agreement entered in on July 1, 2021, the not to exceed amount remained at $120,000 with the MAS providing the subconsultants Paul Richardson or Kathy Pease. With the vital on-call planning services being provided through MAS including environmental and historical analysis, grant proposal preparation assistance, and development project reviews. This amendment will ensure these projects are done to completion with no gaps in services. The budget is meant to cover the continuation of these services through December 31, 2024 with the hourly rate being increased to $155 per hour.

Item #03
Alignment with City Council Goal(s):

The not to exceed amount of $200,000 will be expended from the General Fund Community Development Department account 10-150-5165 through the annual budget process.
