Item #05
Date: June 20, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: State Community Development Block Grant (CDBG) Resolution Recommendation:
Pass a Motion to approve Resolution No. 2023-XX authorizing the City Manager, or their designee, to accept and enter into a CDBG grant agreement.
Rationale for Recommendation:
The State is asking for the Resolutions already signed by the City on February 4, 2020, for the 2020 CDBG Notice of Funding Availability (NOFA) application cycle to be updated before the City is awarded.
This application is currently on the waiting list to be awarded in the 2023 funding cycle later this year.
The recommended action is to update the Resolution and to allow City staff to move forward with the process of accepting the award from the State once funded.
Background:
On December 3, 2020, the City Council held a public hearing to review and discuss the potential submittal of a grant application to the State CDBG Program through the California Housing and Community Development (HCD). On January 7, 2020, City Council reviewed the potential projects eligible for CDBG and Staff was directed to continue pursuing the development of a grant application under the anticipated NOFA focused on a wildland fire engine and street improvements.
On January 21, 2020, the California Department of Housing and Community Development (HCD) announced the availability of approximately $60 million ($30 million in 2019 funds and $30 million in 2020 funds) in funding for the CDBG program through their NOFA. Funding from this NOFA could have been used for a variety of activities, including public facilities, infrastructure, public services, housing and economic development. With these activities in mind, the City Council approved Adams Ashby to submit an application in an aggregate amount of $3,500,000 for the purchase of a wildland fire engine and street improvements on February 4, 2020. With the COVID 19 pandemic beginning in March of 2020, the street improvement application had been delayed and on a waitlist with the City moving up the funding list each year. We have been notified by HCD that we are ready to be funded in 2023.
Alignment with City Council Goal(s):
The grant acceptance for CDBG Funds supports City Council Goal #3: Improve Infrastructure.
