Item #12
Date: June 20, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Amendment to the City’s Current Fee Schedule
Recommendation:

Pass a Motion to 1) have Council conduct the noticed public hearing to receive comments regarding proposed changes to the City of Marysville Fee Schedule; and 2) adopt Resolution No. 2023-XX, to adopt the Fee Schedule with the recommended changes and rescind all Resolutions in conflict therewith.

Rationale for Recommendation:

The City regularly reviews its cost of doing business and proposes changes to the schedule of fees it charges users for a variety of City services. The last change to the Fee Schedule was adopted on January 17, 2023. There are minor proposed changes and an overall administrative cleanup for consistent formatting.

Background:

In updating portions of Chapter 9.50 of the Nuisance Abatement Code and Chapters 8.04 and 8.13 of the Animals sections of the Municipal Code, it was determined that the fees and language pertaining to these sections need to be updated to reflect the corresponding amendments. It was also brought forth that we currently do not have a fee to file an initiative on future ballets that would be consistent with the County of Yuba. In further review of the fee schedule, sewer service rates were updated to be consistent with the current rates within the 2019 Sewer Rate Study and the hourly rate for security services by reserve police officers to mirror the current hourly rates within our salary schedules. It was also noted that a few minor sections of the document needed formatting to be completed for consistency within the document.

Discussion & Analysis:

The proposed change to the fees and/or language within the fee schedule is as follows:
• Add new Election Fees section under Administrative Fees • Update fee charged per officer and per patrol vehicle for Security Services By Reserve Police Officers to reflect currently hourly rates under Police Services • List what are Correctable Violations for Animal Control Services Fees under Police Services to reflect changes to Chapters 8.04 and 8.13 of the Municipal Code Item #12
• Increase Appeal Fee under Nuisance Abatement from $300 to $500, move Nuisance Abatement section from Building Inspection Services to Police Services • Update Monthly Fee for residential and nonresidential Sewer Service rates to reflect current amounts approved through Resolution
• Overall formatting to consistent fonts, sizing, spacing for the document to flow as a whole Fiscal Analysis:

The only fiscal impact relates to the sewer service rates that we already evaluated and approved with the upcoming FY 2023-24 budget. The remaining items are dependent on the services being used and will vary with each use.
