Subject: Application for Yuba Water Agency Grant for Marysville Storm Drain Analysis Recommendation:
Pass a Motion to 1) authorize the City Manager, or designee, to submit a grant application to the Yuba Water Agency to fund City of Marysville storm drain analysis in the amount of $225,000 and 2) authorize the acceptance of the grant should the City be awarded.
Rationale for Recommendation:
Applying for and potentially receiving this grant would allow the City to fund much needed condition and capacity analysis of storm drains within the City.
Background:
Marysville is responsible for the development, maintenance and repair of sewer and storm drain collection systems. These systems are critical to the health and safety of Marysville residents. Federal and State requirements regulating these systems continue to become more stringent, with increasing penalties for non-compliance. The systems are also a limiting factor for economic development and housing opportunities within the City if deficiencies exist. The City of desires to assess the condition of these systems and though this has been identified as a priority in recent budget and strategic planning deliberations, studies have not been completed due to lack of funding. Estimated cost of such analysis is $600,000 - $1,000,000.
Discussion & Analysis:
Funding to complete a significant portion of the analysis has been recently secured via a Sacramento Area Council of Governments (SACOG) green means go program grant in the amount of $293,000 and can augment the sewer portion of the study using sewer enterprise funds. These funding sources are expected to cover all sewer systems analysis costs and a large portion of the costs for stormwater systems. Yuba Water Agency funding, if received would be used to complete the balance of the storm drain system analysis.
Fiscal Analysis:
Should it be awarded, the fiscal impact of the grant would be a net positive to revenue not to exceed $225,000 to the City’s budget with the necessary supplemental appropriations being allocated to the corresponding expense accounts.
