Scope of Services
I. Project Description
Determine the feasibility and costs of alternatives improving Ellis Lake water quality.
Analyze alternatives for providing water to the lake with minimal phosphate levels and adequate circulation of water to control nutrient levels and minimize harmful algae blooms. Alternatives include:
1) Pump water from existing well and treat with EutroSORB or similar product to remove phosphates prior to releasing to the lake. Pump only enough water to replace that lost through evaporation.
2) Pump water from existing well and treat with EutroSORB or similar product to remove phosphates prior to releasing to the lake. Pump enough water actively circulate water through the lake from south end to north end.
3) Pump low phosphate water from Yuba River. Pump only enough water to replace that lost through evaporation.
4) Pump low phosphate water from Yuba River. Pump only enough water to replace that lost through evaporation. Pump enough water actively circulate water through the lake from south end to north end at a determined turnover rate (based on best practices). 5) A combination approach where both river water and well water is used.
II. General Description of Activities
• Working with product suppliers and City Engineer, determine a design at the schematic level to treat water at the existing well. From this design, develop basic components, design costs, capital costs to install and ongoing costs to treat water, including material (EutroSORB), electricity, maintenance and permitting costs. Ongoing costs shall be developed for alternatives 1 and 2.
• Working with City Engineer as well as other consultants, contractors, agencies determine a design approach at the schematic level to import water from the Yuba River. From this design, develop basic components, design costs, capital costs to install and ongoing costs including water, electricity, maintenance and permitting costs. Ongoing costs shall be developed for alternatives 2 and 3.
• Research and document recommended best practices for lake water management from similar size and composition lakes.
• Research and determine permitting steps from multiple agencies exercising authority over the activities related to implementing any of the listed alternatives. • Determine if lake will need to be drained as part of implementation/construction. • Develop high level schedules for implementing the alternatives (likely 2 schedules) • Provide recommendations on short-term/long term and ongoing actions that should be taken to improve water quality, including capital investments, appropriate permitting, pumping/circulation amounts, lake water turnover, water testing, treatment, maintenance activities, etc.
• Provide a written report and presentation to City Council and possibly present to other agencies (Yuba Water Agency, Yuba County).
III. Activities and Estimated Costs
Hrs. Rate Total
Initial Research: Learn lake history. Understand public opportunities.
Determine regulatory agencies that may be involved. Leverage on research and progress already done. Walk the lake with staff. Walk the flow-route from the river and find location of old river pump location. Attempt to determine the river flow input historically that kept the lake clean. 8 $210 $1,680
Understanding and quantifying the Water Quality Problem. Work with staff/experts to determine phosphate burden through a typical year.
Test well water if not already done. Facilitate sampling lake water on a regular basis to observe concentration trending. Distinguish well-source phosphate from other causes, such as warm lake temperatures, bird contamination, etc. Determine lake volume and flow (lack of flow) patterns.
16 $210 $3,360
Approach 1. Well water + treatment (to keep lake full). Determine the extent of treatment needed: For example, is well-head only treatment adequate considering limited flow across the lake? Evaluate other types of treatment that may be possible, distributed across the lake. Determine permitting required. Develop economic analysis of likely treatment cost based on estimated phosphate loading.
16 $210 $3,360
Approach 2. Excess well water + treatment (to increase circulation). Same as Approach 1, but consider the added costs of pumping operation and maintenance, potential strain on the well(s), against the benefit of better treatment and the tradeoff for potentially using less treatment. 8 $210 $1,680
Approach 1 and 2. Pilot Testing. To the extent Approaches 1 and 2 have merit, determine the steps necessary and conduct pilot tested to the determine the actual effectiveness and cost of treatment. 24 $210 $5,040
Approaches 3, 4 and 5. Access Yuba River, and combinations with above. The initial focus of this work would be to identify and contact regulatory agencies involved to determine the possibility of drawing water from the Yuba River and moving it once again to Ellis Lake. Second would be to estimate the feasibility and cost to install a new pumping station, including the PG&E electrical connection, plus the cost and design to move water from the Yuba River to Ellis Lake.
24 $210 $5,040
Best Practices for Lake Management to be obtained through research and requests from other similar agencies with lakes. Contact at least six.
Report detailed information on the three most relevant. (Appendix to larger report)
12 $210 $2,520
Formal Report for public distribution. Identify best possible solution with reason against other solutions. Identify regulatory hurdles. Include short-term and long-term approaches, as appropriate.
24 $210 $5,040
Total Hours and Labor Cost 140 $29,400

Visit 1 $444
Visit 2 $444
Visit 3 $444
Visit 4 $444
Visit 5 $444
Visit 6 $444
Total Travel Expenses $2,665
