Re: Proposal to Facilitate Improvement Plan for Ellis Lake Water Quality Dear Mr. Schaad:
This is the proposal of IGS to facilitate an improvement plan for Ellis Lake water quality. I will be principal consultant and will personally conduct all of the work in the attached scope and budget. As various approaches are explored to improve Ellis Lake water quality, I will be in close communication with you and other interested parties to assure my time is used effectively toward the best overall solution for improving the lake.
As we have discussed, approaches to explore are summarized here and shown in detail in the attached scope.
Approach 1: Continue to use well water to keep the lake full. Treat water as needed achieve adequate quality.
Approach 2: Same as Approach 1, except increase pumping to improve water circulation.
Approaches 3, 4, and 5: Access water supply from the Yuba River, as the city has done historically. Further, consider doing so in combination with Approaches 1 and/or 2, above.
As these approaches are explored and researched, I expect attention will move to practical implementation of the best overall solution. If any one solution becomes an obvious nonstarter, I will confirm with you and interested parties, document the reasoning, then focus on the best solution(s).
Sincerely,
Dan Bergmann, P.E.

2 IGS Scope and Budget to Facilitate Improvement Plan for Ellis Lake Water Quality Scope and Estimated Hours Hrs. Rate Total Subtotals
Initial Research: Learn lake history. Understand public opportunities.
Determine regulatory agencies that may be involved. Leverage on research and progress already done. Walk the lake with staff. Walk the flow-route from the river and find location of old river pump location. Attempt to determine the river flow input historically that kept the lake clean.
8 $210 $1,680
Understanding and quantifying the Water Quality Problem. Work with staff/experts to determine phosphate burden through a typical year.
Test well water if not already done. Facilitate sampling lake water on a regular basis to observe concentration trending. Distinguish wellsource phosphate from other causes, such as warm lake temperatures, bird contamination, etc. Determine lake volume and flow (lack of flow) patterns.
16 $210 $3,360
Approach 1. Well water + treatment (to keep lake full). Determine the extent of treatment needed: For example, is well-head only treatment adequate considering limited flow across the lake? Evaluate other types of treatment that may be possible, distributed across the lake.
Determine permitting required. Develop economic analysis of likely treatment cost based on estimated phosphate loading.
16 $210 $3,360
Approach 2. Excess well water + treatment (to increase circulation).
Same as Approach 1, but consider the added costs of pumping operation and maintenance, potential strain on the well(s), against the benefit of better treatment and the tradeoff for potentially using less treatment.
8 $210 $1,680
Approach 1 and 2. Pilot Testing. To the extent Approaches 1 and 2 have merit, determine the steps necessary and conduct pilot tested to the determine the actual effectiveness and cost of treatment. 24 $210 $5,040
Approaches 3, 4 and 5. Access Yuba River, and combinations with above. The initial focus of this work would be to identify and contact regulatory agencies involved to determine the possibility of drawing water from the Yuba River and moving it once again to Ellis Lake.
Second would be to estimate the feasibility and cost to install a new pumping station, including the PG&E electrical connection, plus the cost and design to move water from the Yuba River to Ellis Lake. 24 $210 $5,040
Best Practices for Lake Management to be obtained through research and requests from other similar agencies with lakes. Contact at least six. Report detailed information on the three most relevant. (Appendix to larger report)
12 $210 $2,520
Formal Report for public distribution. Identify best possible solution with reason against other solutions. Identify regulatory hurdles.
Include short-term and long-term approaches, as appropriate. 24 $210 $5,040
