Item #08
Date: July 18, 2023
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Accept Sacramento Area Council of Governments (SACOG) Mode Shift Grant Recommendation:

Pass a Motion to 1) accept the Mode Shift grant in the amount of $168,000 to fund the 14th Street Traffic Calming Multi-Modal Pilot project, 2) authorize the City Manager to execute the final agreement, and 3) authorize the City Manager to execute the Equipment Use Agreement to satisfy the condition of grant.

Rationale for Recommendation:

Approval will allow staff the funding needed to begin the 14th Street Traffic Calming Multi-Modal Pilot project to test measures to decrease the speed and volume of highway cut-through traffic through the Northwest Marysville neighborhood.

Background:

The SACOG Mode Shift Program is designed to invest in, evaluate, and expand new and existing programs that reduce car trips, provide new mobility solutions, and make options like biking, walking, taking transit, and sharing rides the easy choice for all types of trips.

On November 29, 2022, the City applied for the 14th Street Traffic Calming Multi-Modal Pilot project under the Mode Shift Program in the amount of $168,000.

On February 16, 2023, the SACOG Board of Directors awarded the City of Marysville with a condition that pedestrian and bicycle counts were conducted. Since then, Staff has been working with SACOG to finalize the scope of work, budget, and agreements.

Discussion & Analysis:

This pilot project targets the northwest side of the City, specifically, west of SR-70 on 14th Street.

Presently, SR-70 southbound traffic merges with SR-20 westbound traffic just east of Ellis Lake and backs up past Binney Junction (northern city limits). Southbound traffic often cuts through northwest Marysville to bypass the B Street (SR-70 & SR-20) bottleneck, making a southbound right turn off B Street, heading west along 14th Street and making a left turn along F Street, G Street or H Street to head south and reconnect with SR-20.

The project would limit southbound turn movements from 14th Street to D Street and modify an existing traffic signal at 14th and E Street to favor a left turn directing traffic to the more efficient E Street corridor. It would also calm traffic continuing west through residential neighborhoods of F, G, H Streets with temporary mini roundabouts at 14th & F, 14th & G, and 14th & H Streets. These are currently stopcontrolled intersections and mini-roundabouts would allow slow down to roundabout-yield conditions in Item #08
lieu of the full stop conditions. With these minor modifications, Greenhouse Gases (GHGs) will be reduced when motorists are directed towards the more efficient E Street corridor. Diversion of traffic to E Street will also reduce congestion in the residential neighborhoods which should encourage active transportation and in turn reduce Vehicle-Miles Traveled (VMT).

If the pilot is successful, it will position the City to pursue permanent traffic calming solutions in the 14th Street area, i.e., new paved roadways with permanent traffic calming measures.

Alignment with City Council Goal(s):

Goal #3: Improve Infrastructure – as this pilot seeks to improve the roadway infrastructure to allow for multi-modal transportation.

Goal #4: Enhance Public Safety – as this pilot project seeks to calm traffic through the residential areas of Northwest Marysville.

Legal Review:

The agreements have been reviewed by the City Attorney.

Fiscal Impact:

There is no local match requirement. The grant allows for funding of staff salaries when working on this project.
