Item #09
Date: July 18, 2023
To: Mayor and City Council
From: Vincenzo Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Award the Contract for R56 Grounding Project
Recommendation:

Pass a Motion to 1) reject bid of $225,820 from L.D Strobel Co, Inc. and 2) award a contract in the amount of $86,424 to Ledbetter Electric for Motorola R56 grounding upgrades to city infrastructure within the Marysville Police Department and Marysville City Corporation Yard.

Rationale for Recommendation:

City Council recently approved the Motorola digital encryption radio project. As part of this project, there are necessary upgrades to current city infrastructure at the Police Department and Corporation Yard in order to support the new project. With the age of City Hall and deferred maintenance on facilities, these upgrades are necessary.

Background:

Since the City Council approval of the overall radio project, staff has met with the Motorola Team and electrical contractors and determined that the current infrastructure and electrical within City Hall and the Corporation Yard will not support the new radio project. Several areas of concern relating to the electrical support were identified by the design review team.

Discussion & Analysis:

An initial site walk was conducted with Ledbetter Electric along with Sutter Buttes Communications.

Based on the information obtained during this initial site walk, it was determined this project would need to be posted for public bid. The City Clerk posted Request for Proposals to the public on February 9, 2023, and it closed on March 9, 2023, along with a scope of work to be completed.

L.D Strobel Co. Inc was the sole RFP received by the City Staff in the amount of $225,820. Staff reviewed this proposal with the project design team and felt this amount was excessive based on the needs of the project.

Staff contacted Sutter Buttes Communications and Motorola Solutions Inc. who are on the design team and coordinated a site visit with both them and Ledbetter Electric who initially performed a site visit.

Once completed, Ledbetter Electric provided staff with a quote of $78,624 to complete the necessary R56 upgrades within a short time frame. Staff is confident about the new design outlined which will support the new radio project and confident Ledbetter Electric can perform the work.

Item #09
City Staff has reviewed the quote for the R56 upgrades with the design team and feels that the quoted price is reasonable based on current labor and material costs. Staff recommends that Council approve the award of the R56 electrical grounding project to Ledbetter Electric in accordance with Marysville municipal code section 2.76.140 (6)(A)(ii), based on reasonable pricing, familiarity with the project, willingness to coordinate with internal staff and other entities and ability to complete the project in a short timeframe.

Fiscal Analysis:

R56 Ground and Improvements $78,624
Construction Contingency (10%) $7,800
Project Total $86,424
The estimated project cost is $86,424 which includes a 10% contingency. If the contingency funds are not needed during construction, then the estimated project cost would be reduced to $78,624.

The Fiscal Year 2023-24 Capital projects budget, Account 60-600-5405, includes $100,000 to complete this project.
