RFP RESPONSE
Hi RFP Committee,
When we started Flock Safety in 2017, we were just concerned citizens trying to use our talents in electrical engineering and software development to help our neighborhoods stop property crime. Since that time, we’ve heard from Chiefs of Police, Command Staff, City Councils, and other Concerned Neighbors like us from all across the country. There is a growing desire to work together to eliminate crime and I believe that with the right technology, hard-working officers, and community engagement we can make a serious dent in the crime in your jurisdiction.
Why? Because it’s happening today in 1000+ cities across the country. We’re seeing lower crime rates, kidnapping victims returned to their families unharmed, millions of dollars in recovered stolen vehicles, a renewed energy among detectives and patrol officers, and most importantly, communities that support their local law enforcement because they are safer than ever before.
We want to continue that success with you and your community, so that you can:
• Use the latest, most advanced technology to capture better evidence • Build tighter partnerships between law enforcement and the communities you serve • Have a local team of Flock Safety reps dedicated to working with you and serving you Together, we can change the fabric of our country. We look forward to hearing from you and hope you will join the “flock”!
Thank you,
Garrett Langley

TM
Detectives are key to solving crime
They see things differently, pick up on clues, and identify leads. They might notice that a suspect vehicle had a roof rack, tinted windows, a trailer hitch, bumper stickers, step boards, aftermarket wheels, etc.
Those details can unlock an investigation and solve crime.
Cities already have 100s or 1000s of cameras
For years, cameras have promised a safer future. But who has the resources to scroll through hours and hours of footage? Even if you do have time, how can you be sure that you’ll catch all the unique features of a suspect vehicle? When every second matters, you need to find the single frame that gives an investigator a lead.
The Flock Safety Wing integration is for law enforcement agencies who want to transform existing cameras into cameras that see like a detective. Unlike buying new hardware, you can upgrade your existing cameras with the power of Flock Safety’s Vehicle Fingerprint TM technology.

Axon Fleet 3 + Flock Safety = the best in class
mobile + fixed ALPR solution
Flock Safety and Axon have partnered to bring the most affordable, ethically designed, and smartest total ALPR solution to law enforcement across America. Axon Fleet 3 mobile ALPR will be integrated into the Flock Safety System allowing law enforcement to use Flock’s Vehicle Fingerprint Technology across both mobile and fixed ALPR reads. This will create an unmatched city-wide ALPR network designed to not only capture license plate numbers, but to capture objective vehicle evidence to help law enforcement solve more crime.
Flock Safety is the only ALPR solution
integrated with Evidence.com
Flock Safety has become the first ALPR solution to natively integrate with Evidence.com allowing users to seamlessly manage evidence through a single platform. Users can move vehicle evidence from the Flock system to Evidence.com with the click of a button. This integration went live in October 2020 and is being used by 100’s of agencies across the country. This integration is just the start of Flock and Axon’s commitment to providing smarter, easier, more affordable, and more intuitive tools to law enforcement across the country.
Police departments need a scalable solution to increase clearance rates and deter crime. The Flock Safety camera sees like a detective to make actionable evidence available when needed that is easily searchable by vehicle type, make, model, color, timeframe, or plate details. We deliver this detail through AI and Machine Learning technology that scans each image for distinguishing features, instead of traditional metal plates. This means we can also detect vehicles with no plates, temporary plates, dirty/covered plates, and even get accurate state detection.
Flock Safety’s mission is to eliminate non-violent crime. This is possible with city-wide coverage of automatic license plate readers (ALPRs) for both public safety organizations and private citizens. When a crime occurs, Flock Safety cameras deliver the actionable evidence you need to make an arrest.
Our company is headquartered in Atlanta, Georgia. Flock Safety camera systems are live in over 1,000 cities in 38 states and over 500 police departments. Install Process Guide
Flock Group Inc. (DBA Flock Safety) is a corporation headquartered at 1170 Howell Mill Rd, Suite 210, Atlanta, Georgia 30318. The contact person is David (Dave) McKeeman who can be reached at (407) 376-9206 or [email protected]. The proposal is bound by Flock CEO Garrett Langley.
Project management will also be the responsibility of Dave McKeeman, South Carolina Territory Manager. Dave holds a construction management degree from Clemson University and has experience with Flock LPR installations across the southeast.
The first step for a successful Flock Safety implementation is a kickoff call with all Flock and Greenville SC PD stakeholders. This allows us to answer all questions and determine the correct reporting structure for project updates. Dave McKeeman will serve as PM on the Flock side and will be available to meet in person twice weekly (or more often if needed) for the duration of the installation. Given the current Covid situation, if the department would prefer virtual and/or socially distanced meetings this can also be accommodated. After kickoff, we will schedule site surveys at each camera location (including alternates). These surveys do not require Greenville PD representatives to join but that is encouraged if time allows. Each site will be marked, and a solar survey will be completed to confirm adequate solar energy availability at different times of the year. All surveys include multiple pictures for each site (via the Flock installer app) and will be available for future reference if needed. After the site surveys, we will review each site with Greenville PD personnel to confirm that we are ready to proceed. We will then request call811 surveys for each site that will utilize a Flock supplied pole. Once legal dig dates have been approved, we will ship material to our in-house installer and schedule install dates. We expect this to be a five day install with five (5) cameras installed on each of the first three days with two remaining days for final adjustments and weather delays. Our typical time frame for installation is within 4-8 weeks of final location approval and this project should fall within that range. The initial planning phase should take no longer than three (3) weeks, followed by the utility marking phase for one (1) week. Next, the shipping and scheduling phase should take (1) week followed by one (1) week for the install phase. The final stage is validation and acceptance which generally lasts 24-48 hours.
Validation consists of our operations department checking camera angles, capture rates, solar charge patterns and other associated metadata to ensure long term success. We will then turn the system over to the appropriate admins and begin the train the trainer sessions based on the needs and schedule of the department.
Previous projects completed by the project team include the following:
Cheraw SC PD: Chief Keith Thomas, 843-537-7868, [email protected] Cheraw SC PD has installed a total of 39 Flock Safety Falcon LPR cameras in three phases.
Clemson University PD: James Gowan, 864-656-2222, [email protected] Clemson University PD has installed a total of 9 Flock Safety Falcon LPR cameras in one phase.
Forsyth Co GA Sheriff: Cpl Angela Taylor, 770-781-3055, [email protected] Forsyth Co GA Sheriff has installed a total of 29 Flock Safety Falcon LPR cameras in one phase.
Training will be conducted in a train the trainer setting, with multiple sessions to accommodate each shift. If additional training is required, it can be scheduled as needed. Both in person and web based training will be optional and may be dictated by Covid-19 precautions.

Project: License Plate Recognition (LPR) System
RFP No: 21-3746
Addendum Number 1
This Addendum forms a part of the Contract Documents and modifies the original solicitation documents dated November 12, 2020. Acknowledge receipt of this Addendum No. 1 in the space provided on the RFP Signature Form.
The above-mentioned RFP is hereby amended and/or supplemented by the following:
• Section 2.1 General Requirements last sentence shall be replaced with the following:
- The LPR system must be NCIC and CJIS compliant.
• Section 2.4 LPR Camera Requirements bullet item 5 shall be deleted and replaced with the following:
- The unit size should be less than 18” in length, 10” in height, and 8” in width. • Section 2.4 LPR Camera Requirements bullet item 15 shall be deleted and replaced with the following:
- LPR cameras must have a line of sight of a minimum of two lanes.
1. Section 2.1 General Requirements states that the “units must be reliable, inconspicuous, and shall have a solar panel capability option. Units shall be motion-activated…” a. Could the City please define how it will measure if a unit is “inconspicuous” or not?
Inconspicuous in this RFP shall be understood to be units that are not readily noticeable or attract attention, as determined by the Greenville Police Dept.
Addendum acknowledged by Dave McKeeman 12/08/2020
Addendum Number 1 RFP No. 21-3746
December 3, 2020
b. Would the City like separate pricing for both solar-powered and hard-wired ALPR units?
No, the City is only interested in solar powered units. c. With respect to a requirement for motion-activated cameras, to what extent was the City aware that equipment exists that continuously records the image captured by the ALPR camera? A motion-activated system has a slight lag between detecting the motion and starting the recording. One of the reasons that certain competitors use this method, along with “snapshot images,” rather than streaming video, is because they rely on sending all raw video data to the cloud for processing. The process of sending video in this manner would be highly expensive. Competitive systems exist that continuously record video at “the edge,” even when no vehicle is present. Would the city accept a system that exceeds this “motion-activated” requirement, thus providing more functionality (e.g. better investigative tools)?
The City is not interested in a system with livestream capabilities at this time.
2. Section 2.3 Data management, Ownership, and Security, sixth bullet states that “Any request to delete footage shall include copies.” Could the City please provide additional information regarding this requirement? As written, it is unclear to us what the City seeks.
If directed to delete records, vendor shall be required to delete any and all footage, to include copies, beyond the retention period.
3. Section 2.4 LPR Camera Requirements, 12th bullet requires that a solar panel shall be “no larger than 24x30”. Typically, smaller panels are sufficient for low-power, residential, one-lane, low-speed ALPR equipment, as described above. Would the city be amenable to a larger solar panel that is required to support equipment designed to capture three lanes of traffic at highway speeds and high volumes, which we believe is a necessity in many Greenville locations?
This requirement is necessary to maintain an “inconspicuous” product. A larger panel may be considered if the City determines it is not readily noticeable or attracts attention.
4. Please provide the number of locations the City desires Offerors to include in their bid.
Of those locations, please clarify the breakdown between stationary installations and in vehicle systems.
As stated in the RFP, locations are to be determined. Project includes installation of 25 stationary units.
5. How many multi-directional locations will be required? None.
6. Is there existing communication infrastructure at each required location? There is no permanent power infrastructure by the City, power must be provided by the solar device. Cellular infrastructure is available and the vendor should be able to Addendum Number 1 RFP No. 21-3746
December 3, 2020
interface with cellular providers at no additional cost to City. There are no Ethernet or network resources associated with this system.
7. What type of communication infrastructure is existing if any to each location? See answer to number 6, above.
8. If new infrastructure is to be installed is there a city standard for fiber optic cable? N/A.
9. What is the approximate distance from the monitoring point to the furthest installation location?
This question is not clear or understood.
10. Is there usable power (110VAC) at each location? If not, who will be responsible for obtaining 110VAC?
All locations shall be self-sufficient via solar power.
11. Will the City provide traffic control if required at each installation location? Yes.
12. Will installation for this project occur during normal business hours (8am – 5pm M-F)? Or will work need to occur outside of normal business hours.
Normal business hours.
13. Will the City allow the LPR system to reside on a closed network, or must it tie into the City network?
The proposed system will not be tied to the City network; it must be a cloud-based system that is accessible by Greenville Police Department users.
14. Will there be a site walk for the requested work prior to the award? No.
15. How long must the required training last and how many sessions will be required? See section 2.2. This is vendor specific as different systems typically require different amounts of training and orientation.
16. Will the City provide a secured lay down or storage area for equipment and materials? Yes.
17. Is a five-day battery back-up required?
See LPR Camera Requirements, Section 2.4.
18. Which roles will the City want to be trained on the System? Administrators? All officers? Officers and support staff? Please provide the total number the City anticipates will require training?
Administrators and train the trainers; approximately 12 people.
Addendum Number 1 RFP No. 21-3746
December 3, 2020
19. Please provide the level of detail and/or a recommended pricing template for vendors.
No specific template required; see RFP.
20. Please clarify if the solar requirement applies to all cameras, or just those that are stationary?
All cameras.
21. Do you have an estimated breakout for the 25 cameras; fixed, trailer & in-vehicle? Fixed.
22. For a fixed location, will you consider an all-in-one smart camera with larger dimensions that can still be installed discreetly?
All cameras must meet the minimum requirements of the RFP and this Addendum.
23. Is the reference of “footage” in the RFP the same as image? Yes.
End of Addendum Number 1
