Recommendation:
We ask the Board of Supervisors to approve the Services Agreement for Flock Safety Automated License Plate Readers (ALPR) system, and authorize Chair to execute.
Background:
With a steady annual increase in stolen vehicles through 2021 and a Deputies per capita ratio of 0.86 per 1000 population, additional resources are required to combat the issue. In 2011, a study by the Police Executive Research Forum concluded that Automated License Plate Readers (ALPRs) used by the Mesa, AZ Police Department resulted in “nearly 3 times as many ‘hits’ for stolen vehicles, and twice as many vehicle recoveries.” Communities with ALPR systems report crime reductions of up to 70 percent, which are currently utilized by many of our neighboring agencies and would allow for collaboration with those systems as well. Case studies are readily available, even from our own DA’s office, which showcase the advantages of an ALPR system and how they would be a benefit to our community.
Discussion:
The Yuba County Sheriff’s Department is committed to utilizing proven technological resources to aid in serving our community. ALPRs capture computer-readable images of license plates and vehicles, allowing public safety officers to compare plate numbers against those of stolen cars or wanted individuals on a crime database. ALPRs are an effective tool for law enforcement, cutting down on the time required for investigations and acting as a force multiplier. The Flock ALPR system does not include facial recognition capabilities and does not capture personally identifiable information.
Committee Action:
Due to the time involved in acquiring and installing the equipment and software, and the approved funding in the current fiscal year, this item was brought directly to your full Board.
