Subject: Roach & Campbell Landscape Architects to Develop an Ellis Lake Master Plan Recommendation:
Pass a Motion to approve a consulting agreement with Roach & Campbell Landscape Architects in the amount of $29,780 to develop an Ellis Lake Master Plan.
Rationale for Recommendation:
The City desires to improve amenities at Ellis Lake in order to develop a regional recreation and tourism venue, provide residents with high quality outdoor recreation activities and promote development/redevelopment in the area. Staff recommends development of a master plan for the lake green space that will provide a conceptual layout and identify features and amenities that would support recreational and economic activity in the surrounding area. Details of this effort are outlined in the scope of work of the attached consulting agreement.
Background:
Ellis Lake is a prominent 40-acre recreational feature with significant historical value to the City of Marysville. Unfortunately, deferred maintenance and erosion at some locations on the periphery of the lake have caused the lake green space and pathways to fall into disrepair. Additionally, the original design of the lake provided limited space for a pathway that would meet current standards for pedestrian and bicycle use and did not provide for amenities for exercise and play activities.
Discussion & Analysis:
Staff recommends as a first step in rehabilitating the lake green space that the City enlist the services of Roach and Campbell to develop a high level master plan for the green space around the lake. The Project will conceptually convey the locations, styles, sizes, and approximate quantities for numerous proposed elements. The proposed elements may include the following, some elements may be excluded due to space constraints or community feedback.
1. A six-foot-wide bicycle and pedestrian path offset from lake edge.
2. Modified lake footprint where required to allow for bicycle and pedestrian path.
3. Enhanced connectivity from the southwestern most corner of the lake to the ballpark.
4. Playgrounds and tot lots.
5. Footprint for common restrooms shared between lake and ballpark.
6. Small stage with lighting for night use.
Item #11
7. Additional lake-facing outdoor dining at south end of lake and/or near ballpark.
8. Additional pedestrian facilities along C street north of 14th.
9. Lighting to allow for extended nighttime use of bike/ped trail and a recreation feature.
10. Fishing areas/piers.
11. Kayak, paddle board launch site.
12. Outdoor gym exercise equipment.
13. Enhanced recreation opportunities.
14. Picnic/Bar-B-Que areas.
15. Secure garbage/recycling receptacles aligning with City standards and maintenance staff recommendations.
16. Splash pad.
17. Facilities improvements within the north and east side of the ballpark.
18. Controlled pedestrian crossings across 14th street.
19. Incorporation of Yuba Water facility (designed by others) into lake.
20. Highlight existing historic and cultural features and incorporate additional artifacts as available.
The Project will incorporate the conceptual design previously prepared by HELIX Environmental Planning for the Clean California grant proposal. This proposal assumes we will receive this document from the City in electronic format. It will also be informed by the City’s 2019 Park and Open Space Master Plan and the 2016 Bicycle & Pedestrian Plan and will coordinate with the in-progress specific plan for the area.
