Item #05
Date: September 5, 2023
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Ellis Lake Discussion and Consulting Agreement with MHM Inc.
Recommendation:
Have a discussion and pass a Motion to approve a consulting agreement with MHM Incorporated in the amount not to exceed $28,732 to perform a topographic and bathymetric survey of Ellis Lake.
Rationale for Recommendation:
The City desires to improve amenities at Ellis Lake in order to develop a regional recreation and tourism venue, provide residents with high quality outdoor recreation activities and promote development/ redevelopment in the area. On July 19, Council approved a consultant agreement with IG Services to develop a plan to improve water quality of Ellis Lake. On August 15, 2023 Council approved recommended development of a master plan for the lake green space that would provide a conceptual layout and identify features and amenities that would support recreational and economic activity in the surrounding area. MHM Incorporated has been providing engineering services for the City for many years and has arguable the most knowledge of the Ellis Lake’s design, infrastructure and history. MHM is also experienced in providing surveying services.
Background:
Ellis Lake is a prominent 40-acre recreational feature with significant historical value to the City of Marysville. Unfortunately, deferred maintenance and erosion at some locations on the periphery of the lake have caused the lake green space and pathways to fall into disrepair. Additionally, the original design of the lake provided limited space for a pathway that would meet current standards for pedestrian and bicycle use and did not provide for amenities for exercise and play activities. The lake also suffers from poor water quality caused by high phosphorous content, lack of circulation and relatively shallow depth.
Discussion & Analysis:
Rehabilitation of Ellis Lake has been a priority of City Council for many years. While some efforts have been made to address the man-made lake, its green space and water quality has continued deteriorate.
Staff and consultants are currently developing plans to improve both water quality and green space. In order to develop engineering designs for the lake a topographic and bathymetric survey of the green space is needed. The survey will map and record existing features of the lake in a standardized electronic format, providing a baseline of existing conditions that can be used universally for all future designs of lake amenities and infrastructure.
Item #05
The scope of work will include all ground surveys, record data search and right- of-way map. The ground surveys will record all curb, gutter, sidewalk, edge of pavement (or road), walls, structures, fencing, gates, trees with diameter greater than 4 inches, landscaping (including yard drainage directions), ditches, swales, culverts, grade breaks, any existing pavement striping or markings, storm drain manholes or inlets, sanitary sewer manholes or cleanouts (including dip elevations), water valves or meters, fire hydrants, gas valves, all underground or overhead utility facilities within the Ellis Lake footprint. The survey will identify existing right of way boundaries and property lines and include a bathymetric survey of the lake bottom.
This information will be used to develop a base map, permanent horizontal and vertical survey control to be used for construction staking of the project in a Computer Aided Drafting (CAD) format, and a Digital Terrain Model (DTM).
The topographic information will be utilized by Roach and Campbell Landscape when developing designs for green space that will allow the City to seek funding for improvements. The information will also be available for any design work associated with improving lake water quality.
Environmental Review:
Categorical Exempt under CEQA Guidelines 15301 (d) Existing Facilities - Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.
Fiscal Analysis:
Funding for this activity has been included in the FY2023/2024 budget.
