Item #04
Date: September 19, 2023
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Agreement with the Linda Fire Protection District for Fire Mechanic Services Recommendation:
Pass a Motion to 1) approve an Agreement with the Linda Fire Protection District for the City to provide Fire Mechanic services as described in the Agreement and accompanying Description of Services , 2) authorize the City Manager to execute the agreement, and 3) Authorize the City Manager to execute agreements for mechanic services with additional public agencies using the same pricing, terms and conditions as the agreement with the Linda Fire Protection District.
Background
On October 18, 2022, City Council approved Agreement with the Linda Fire Protection District for Fire Protection Administrative Services, providing services of a Fire Chief, provisions for a potential future Battalion Chief and related administrative support activities. Advantages to this agreement are the ability to provide leadership and administrative functions in a cost-effective manner, better communication and sharing of operational resources, ability to provide backup of Fire Chief function in his absence utilizing the District’s existing Battalion Chief, and a provision for the District to hire an additional Battalion Chief domiciled at the Marysville Fire Department which would provide additional leadership support and depth of backup. This relationship has proven to be beneficial to both agencies.
At that time potential benefits noted were future District utilization of City fire prevention/inspection and fire mechanic staff.
Discussion and Analysis:
Through discussions with the Fire Chief, Fire Mechanic and Finance Director, it was determined that there would be advantages to both parties if the City were to provide fire mechanic services to the District. The City will benefit from additional revenue, which will help cover the cost of its mechanic and associated overhead. There is sufficient capacity for the mechanic to work overtime as needed to provide the required services. The District should benefit from lower costs and improved response times. Staff has negotiated the attached agreement with the District and recommends to Council the approval.
Item #04
Alignment with City Council Goal(s):
Goal #1: Increase Fiscal Sustainability and Goal #4: Enhance Public Safety Fiscal Analysis:
The agreement represents potential revenue for the City and is dependent upon the actual number of hours charged by City’s Fire Mechanic. The hourly rate of $125 covers the fully burdened cost of the mechanic at his overtime rate. The hourly rate is competitive with private industry hourly rates for similar services.
