The City of Marysville City Council meeting called to order by Vice Mayor Buttacavoli at 6:07 pm.
Roll Call
Present: Councilmembers Belza, Gilchrist, Hudson, and Vice Mayor Buttacavoli.
Absent: Mayor Branscum.

1. Approval of Accounts Payable
Recommendation: Passed Motion 2023-101 approving accounts payable in the amount of $378,705.86 for the period of August 26, 2023 through September 11, 2023.

2. Initiate Code Enforcement Legal Proceedings
Recommendation: Passed Motion 2023-102 to authorize City Attorney to initiate code enforcement legal proceedings as it relates to real property located at 424 B Street, Marysville, CA.

3. Approve Sale of Surplus Police Vehicle
Recommendation: Passed Motion 2023-103 to approve the sale of City-Owned tangible property, Police Vehicle (specifically Unit #317, K9 Ford Explorer) to be declared surplus and sold to D-Tac K9, LLC.

4. Agreement with the Linda Fire Protection District for Fire Mechanic Services Recommendation: Passed Motion 2023-104 to 1) approve an Agreement with the Linda Fire Protection District for the City to provide Fire Mechanic services as described in the Agreement and accompanying Description of Services , 2) authorize the City Manager to execute the agreement, and 3) Authorize the City Manager to execute agreements for mechanic services with additional public agencies using the same pricing, terms and conditions as the agreement with the Linda Fire Protection District.

5. Ellis Lake Water Quality Discussion

6. Yuba Water Agency Grant to Manage Ellis Lake Plant Growth Action: Moved/Seconded: Dominique Belza and Brad Hudson Ayes: All

Public Comment: None.
Recommendation: Passed Motion 2023-105 to 1) authorize the City Manager execute a contract or contracts to chemically treat aquatic weeds in the lake for an amount not to exceed $60,000, 2) authorize the City staff to submit a grant application to the Yuba Water Agency to fund treatment of Ellis Lake to mitigate aquatic weeds and algae blooms in the amount of $300,000, and 3) authorize the City Manager to execute the grant should it be awarded by the Agency.

Councilmember Hudson – No Committee Reports. Thank you Coach Rosellini’s Team for your continual clean up. Great job PD, Fire and Public Works. Thank you everyone.
Vice Mayor Buttacavoli – No Committee Reports. Thank you PW for all of the work and thank you to the City Clerk for the Agenda.
Mayor Branscum – Absent.
Council Correspondence (City Clerk) - None for this meeting.
City Manager’s Report (City Manager Schaad) – Edible Memories Bakery is now open; the Brewfest is on 9/30, thank you Highlands School; Marysville Moia every Monday at the Brick at 5:30 pm; Paving uis underway – Nadine is completed and working on Johnson; on 9/23 Yuba City is working on 5th Street Bridge; Cal Recycle Grant has been awarded, we will be installing 9 bottle fill water stations around town, along with bear proof style trash bins around Ellis Lake – the grant also included 18 months worth of necessary work hours by PW.
