Item #05
Date: October 3, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Approve Memorandum’s of Understanding with Habitat for Humanity and Hands of Hope
Recommendation:

Pass a Motion to approve Memorandum’s of Understanding (MOU) with Habitat for Humanity and Hands of Hope to utilize funding from the State of California’s Department of Housing and Community Development (HCD) to support sheltering services.

Rationale for Recommendation:

On July 28, 2020, Council approved the acceptance of 2019 Department of Housing and Community Development (HCD) funding under the Permanent Local Housing Allocation (PLHA) to support emergency sheltering services at 131 F Street in Marysville. With the prior MOU’s having expired July 30, 2022, for the 2019 round of funding, new MOU’s are needed to utilize the 2020 and 2021 funding rounds to be released in October 2023.

Background:

The original Notice of Funding Availability (NOFA) was released by the HCD on February 26, 2020 for the first (2019) funds and was brought to Council on July 28, 2020, for approval. At the November 15, 2022, Council meeting, it was approved to accept the second (2020) and third year (2021) funds once awarded by HCD. Per HCD, the authorization for funding will be released in October 2023. The City will receive a funding allocation of $352,946 for both years. 95% of the funds will be allocated to two local stakeholders for the operation and maintenance of the emergency shelter and navigation center and the remaining 5% will be retained by the City for administrative purposes.

Discussion & Analysis:

The funds will be used to continue assisting with the operation and maintenance of the Life Building Center (Center) located at 131 F Street. The Center assists persons who are experiencing or at-risk of homelessness, including, but not limited to, providing rapid re-housing, rental assistance, supportive/case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers and emergency shelters, and the new construction, rehabilitation, and preservation of permanent and transitional housing. In addition, trash cleanup will also be provided on the exterior of the premises and will occur along 2nd Street and the 500 block of F Street on Tuesday through Friday to help maintain and beautify the area.

Item #05
Alignment with City Council Goals:

Goal #1: Increase Fiscal Sustainability – for the local businesses conducting the services (this project is not coming out of their budget) and Goal #4: Enhance Public Safety for all of our citizens.

The City would be eligible to collect $17,647 for administration. No funds will be spent until the final agreements are received from HCD.
