Item #02
Date: October 17, 2023
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Accept 2023 Community Design Grant from SACOG
Recommendation:

Pass a Motion to 1) adopt Resolution 2023-XX to authorize the City Manager to execute the 2023 Community Design Grant Program Supplement Agreement and 2) authorize the Finance Director to make a supplemental appropriation of $32,391 as matching funds from the appropriate Street Fund accounts.

Rationale for Recommendation:

The City has been awarded a $250,000 Community Design Grant from the Sacramento Area Council of Governments (SACOG) Community Design grant for the Historic Downtown Marysville Safety and Walkability Enhancements project. The project scope activities must be transportation related and be eligible for Congestion Mitigation and Air Quality (CMAQ), State Transportation Improvement Program (STIP) or Regional Surface Transportation Program (RSTP) funds. These require a local match of 11.47% of the total project cost.

Background:
• In late 2022, SACOG released a call for projects under the Community Design Funding Program. • In January 2023, the City of Marysville submitted an application for the maximum award of $250,000 for the Historic Downtown Marysville Safety and Walkability Enhancement project. • On May 18, 2023, the SACOG Board of Directors announced the list of Community Design Funding Program awards with Marysville’s application selected for award. • On September 6, 2023, Caltrans submitted a Program Supplement No F010 to the City of Marysville that provides guidance on administering the $250,000 and required local match amount of $32,391 (11.47% local match of total project cost).

Discussion & Analysis:

This project targets the D street block between 3rd and 4th Street, the “historic downtown” area as an initial phase of executing the City’s Bounce Back plan. Many other cities have pivoted to a pedestrian friendly downtown as a counterweight to the car-centric commercialized shopping areas with more pedestrian amenities such as benches, parklets and security features such as lighting or vehicle prohibitions zones. Santana Row Shopping Mall in San Jose or Mill Street Downtown Promenade in Grass Valley are two examples. Plumas Street Shopping District in Yuba City with an abundant number of shaded streets and wide sidewalks is another example of downtown revitalization that focuses on pedestrian enhancements.

Item #03
This project has partnered with the Marysville Business Alliance to solicit ideas and input on how the D Street 3rd to 4th Block would be envisioned. Based on initial feedback, the following elements were included in the grant application:

1. Bike/Ped Street Lighting Upgrade

2. Pedestrian Lighting Frontage Upgrade

3. Bike/Ped Mode Separation Devices

4. Bike/Ped Safety Education Activities

5. Pedestrian/Bicyclist Refuge Amenities

6. Raised Crosswalks

7. Pedestrian/Bicyclist Hydration Station
Alignment with City Council Goals:

The proposed agenda item helps support Council Goals:

Goal #2: Expand Economic Development Opportunities (focuses on D Street) Goal #3: Improve Infrastructure (walkability)
Goal #4: Enhance Public Safety (pedestrian lighting)
Goal #5: Support Parks & Recreation (recreation activities during street closure) Legal Review:

The agreements have been reviewed by the City Attorney.

Fiscal Analysis:

The total maximum project cost of this grant is $282,391 with SACOG awarding $250,000 towards this project. The remaining $32,391, or 11.47% of the total project cost, is the required local match to be provided by the City. Staff is requesting a supplemental appropriation in the amount of $32,391 from the Street Fund, account 21-210-5530 (Interfund Transfer), to fulfill the matching fund requirements.
