Item #04
Date: November 7, 2023
To: Mayor and City Council
From: Nicole Moe, Human Resources Manager
Jim Schaad, City Manager
Subject: Ratification of Memorandum of Understanding (MOU) for the Marysville Police Officers Association (MPOA) both Sworn and Non-Sworn
Recommendation:
Pass a Motion ratifying proposed Bargaining Unit Memorandum of Understanding (MOU) agreement with 1) the MPOA both Sworn and Non-Sworn Units and 2) authorize the Finance Director to make supplemental appropriations of $92,159 to the salary and benefits accounts, as necessary.
Rationale for Recommendation:
The City and MPOA reached an agreement and jointly prepared the attached MOU’s committing to the terms and conditions outlined in the attached agreements.
Background:
As required by state law, the City, and the MPOA representatives met and conferred on wages, hours and other conditions of employment. As a result of those meetings, the parties have reached the attached agreements.
Discussion & Analysis:
The MOU reflects months of hard work and collaboration between MPOA representatives and City Management and Negotiator Patrick Clark to develop a new MOU. As surrounding jurisdictions have steadily increased salaries and benefits for positions within the MPOA Units, especially over the past 6 to 12 months; the City of Marysville’s salaries and benefits have remained below market value.
In conjunction with prior years MOUs, the proposed increases will help retain and recruit more personnel, as well as start to keep pace with the surrounding market.
The major highlights of the Teamsters MOU include:
Salary Increases: A 5% Cost of Living Adjustment (COLA) to help the classifications become closer to market values, effective July 1, 2023, and a 2% COLA effective July 1, 2024. Dispatchers and the Dispatch and Records Supervisor to receive a 10% COLA effective July 1, 2023, and a 2% COLA effective July 1, 2024.
Item #04
Fiscal Analysis:
The anticipated fiscal impact totals $92,159 for the ratification of the MOU above the currently approved Fiscal Year 2023/2024 budget. These totals include $82,906 for salaries, incentive pay, and overtime along with $9,253 for benefits such as CalPERS (retirement) and Medicare. The Finance Director will make the supplemental appropriations to the necessary salary and benefits accounts and funds.
