Date: November 21, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Public Hearing for the Submission of a Community Development Block Grant Recommendation:
Pass a motion to 1) open a public hearing and receive public comment regarding the submission of Community Development Block Grant (CDBG) application not to exceed $3.25 million and 2) approve Resolution No. 2023-XX approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2023 and/or 2024 funding year of the State CDBG program.
Rationale for Recommendation:
The State is asking for a Resolution for the 2023 CDBG Notice of Funding Availability (NOFA) application cycle to be updated before the City is awarded. The application is currently on the waiting list to be awarded in the 2023 funding cycle later this year with an estimated timing for award between September and December of 2024. The recommended action is to update the Resolution and to allow City staff to move forward with the process of accepting the award from the State once funded.
Background:
The California Department of Housing and Community Development (HCD) announced the availability of approximately $19 million in funding available through the Federal Small Cities CDBG for the 2023 funding year. Under this NOFA, CDBG funds are provided as grants to Non-Entitlement Units of General Local Government (UGLGs) for Project Applications for CDBG eligible activities that were waitlisted under the 2019-2020 Over- the-Counter (OTC) waitlist. All CDBG activities must meet one of the following National Objectives:
• Benefit low- and moderate-income persons
• Aid in the prevention or elimination of slums and blight • Meet certain urgent community needs
The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate- Income (LMI) persons, families, households, and neighborhoods.
This hearing is being provided to advise the residents of the City of available funds and the intent of the City to apply for the approved waitlisted 2019 application which included $3.25 million for a street Item #06
improvement project around the area of Miner Park. A map of the proposed project area has been included. This hearing provides an opportunity for questions, concerns, or other comments to be made known to the Council and to announce the need for a Resolution to apply.
Alignment with City Council Goals:
The grant acceptance for CDBG Funds supports City Council Goal #3: Improve Infrastructure.
Fiscal Analysis:
There will be no fiscal impact to the General Fund as a result of implementing this project as the funding outlined above includes all General Administration and Activity Delivery Costs.
