Mr. Jim Schaad, City Manager
City of Marysville
526 C Street
Marysville, CA 95901
Dear Mr. Schaad,
Management Advisory Services is pleased to submit this proposal to continue to provide on-call planning services to the City of Marysville.

Management Advisory Services has provided on-call planning services to the City of Marysville since 2019.

The existing contract for services expires on December 31, 2024. However, due to increased workload, the budget for services will be exhausted by the end of December 2023. Enclosed is a proposal to amend the budget to continue to provide planning services at the expected workload in calendar year 2024.

Management Advisory Services was founded by broadly experienced professionals. Our firm provides similar services to several California jurisdictions, and our goal is to deliver efficient, quality services to our clients. Our principal consultants have many years of experience working as public agency managers and consultants, providing essential services and support to local governments. Management Advisory Services prides itself in providing consulting services based on our hands-on experience in managing local governments, as well as our experience in delivering products that meet and exceed our clients’ expectations. Our full services can be found on our website at www.masfirm.com.

Management Advisory Services will continue to assign experienced planning consultant to provide services to the City of Marysville. Paul Richardson and Kathy Pease are familiar with the City’s planning processes, based on their prior work with the City, and they will provide ongoing continuity processing existing applications, as well as initiating work on future applications.

The enclosed proposal includes the scope of work and proposed budget for our services.

Thank you for considering this proposal. We look forward to continuing to provide services to the City of Marysville.

Sincerely,
Tom Sinclair, President
Management Advisory Services

MANAGEMENT ADVISORY SERVICES

CITY OF MARYSVILLE

PROPOSAL TO PROVIDE ON-CALL PLANNING SERVICES

PROJECT SCOPE OF WORK
Management Advisory Services has provided on-call planning services to the City of Marysville since 2019.

The existing contract for services expires on December 31, 2024. However, due to increased workload, the budget for services will be exhausted by the end of December 2023. This proposal would amend the budget to continue to provide planning services at the expected workload level in calendar year 2024.

Management Advisory Services will continue to assign experienced planning consultants to provide services to the City of Marysville.

We understand that the expected workload will increase substantially through June 2023, and then decline to past levels for the remainder of the 2024 calendar year. The proposed budget amendment addresses the expected workload.

Specific projects will be assigned to the Management Advisory Services’ consultants by City staff. Projects may include processing current and future planning applications and development proposals, or other assignments at the City’s discretion.

PROJECT COMPENSATION
Management Advisory Services proposes a not-to-exceed budget amendment of $112,800.

This budget amendment reflects approximately seventy-eight hours per month provided by Paul Richardson and Kathy Pease, combined, from January through June 2024, and twenty hours per month provided by Kathy Pease from July through December 2024.

For City budget purposes, this workload would reflect January through June invoices of approximately $90,000 in fiscal year 2023-24, and July through December invoices of approximately $22,800 in fiscal year 2024-25.

While compensation is on a project basis, as a convenient way of distributing costs, Management Advisory Services will invoice monthly. Payments to Management Advisory Services are due in thirty days and are independent of receipt by the City of any reimbursement of costs payable by third parties.

Consultant time is invoiced $185 per hour. Travel time is invoiced at half-time. Reimbursable expenses are invoiced at cost, including mileage at IRS rates.

INDEPENDENT CONTRACTOR
We propose that the contract for services will confirm that Management Advisory Services is an independent contractor, and will include the following language:

A. While Contractor work is based on this Contract with the City, Contractor will be free from the control and direction of the City with regard to the performance of the work, both under the Contract for the performance of the work and in fact.

B. Contractor will perform work that is outside the usual course of the City’s work.

C. Contractor is customarily engaged in an independently established trade, occupation, or business of the same nature as the work performed.
