Item #05
Date: December 5, 2023
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Contract Amendment No. 2 with Management Advisory Services (MAS) Recommendation:
Pass a Motion authorizing the City Manager, or designee, to execute Amendment No. 2 to add an additional $112,800 to the existing Agreement with Management Advisory Services (MAS) in an amount not to exceed $312,800 to continue planning services on projects assigned by the City.
Rationale for Recommendation:
The City entered into an agreement with MAS on July 1, 2021 to provide on-call planning services on projects assigned by the City after the prior contract with MAS expired on June 30, 2021 with a first amendment to the contract with a not to exceed amount of $200,000 brought to Council on May 16, 2023. Through evaluation with the Community Development Director and Finance Director, it has been deemed necessary to increase the current not to exceed amount to $312,800 to continue with projects currently underhand to ensure compliance due the current vacancy withing the Assistant Community Development Director position. The current contract date through December 31, 2024 will not be changed to provide further evaluation in the next fiscal year.
Discussion & Analysis:
The current consultant services agreement was entered into with MAS on July 1, 2021 with a Scope of Services to provide on-call planning services on projects assigned by the City. On May 16, 2023, the City entered into a First Amendment to the agreement to increase the total contract to a not to exceed amount of $200,000 to continue providing on-call planning services with an end date of December 31, 2024.
With this agreement, MAS provided the subconsultants Paul Richardson and Kathy Pease who have consulted with the City on several projects in the past and current. With the vital on-call planning services being provided through MAS including environmental and historical analysis, grant proposal preparation assistance, and development project reviews, this amendment will ensure these projects are done to completion with no gaps in services. The budget is meant to cover the continuation of these services through December 31, 2024 with the hourly rate being increased to $185 per hour.
