A SURVETORS
2.0 Executive Summary
It is our understanding that the City of Marysville desires to retain a consulting firm or individual to provide engineering services and serve as the City Engineer/Project Manager. The intent is for the City Engineer/Project Manager to work as an extension to City staff and to work directly with the City Manager, Public Works Director, and various other City Departments to develop and deliver various programs and project associated with private development projects, capital improvement projects for wastewater, non-potable water, streets, drainage, traffic engineering, parks, and public facilities.
The MHM team is well-suited to the responsibilities of providing these engineering services to the City. We have a diverse staff that can provide an extensive range of services in the areas of environmental and land use planning, civil engineering, traffic engineering, land surveying, geographic information systems (GIS), utility coordination, and construction management and observation.
Since 1892, we have successfully partnered with cities, counties, state agencies, and other public agencies to use our services in the development of efficient solutions that have lasting positive impacts. With over 100 years of service throughout northern California we have a verifiable record of successful project experience and client retention. Being that MHM has been located in Marysville for over eighty years, we have great familiarity with the region and have built strong relationships with multiple clients and partners in the region. And MHM fully understands the policies and procedures required by the City of Marysville and any other agencies that may be involved in approval processes and will ensure that all project tasks, milestones, and deliverables fully comply with any requirements set forth by these agencies.
We believe you will find our approach, work program, and qualifications align well with your needs and project expectations. MHM's project approach utilizes the following:
• MHM would serve as a seamless extension of City staff. Our project manager will be accessible to City staff, the applicant, and the public and will ensure successful project management and sharing of information.
• Establish a clear communication protocol between City staff, MHM, and the project applicant. • Establish regular meetings with City staff and the applicant's team to ensure project processing is moving along as planned and consistent with overall program objectives. • Establish a clear project description. MHM would refine the project description in coordination with City staff and the project applicant. Given the uniqueness of the proposed project, this element of the work program is especially important; failure to adequately and accurately define project components (listed here) has perhaps the greatest potential to result in project delays. Therefore, close coordination with the project applicant under City staff direction will ensure all important project components are being addressed.
• Direct, concentrated involvement of highly experienced and professional registered and licensed principal, senior associate, and associate-level planners.

Project Management Approach
Over the years, MHM has developed proven methods specific to the successful management of projects, and this method of approach has been shown to be successful for many types of projects. Although the projects to be designed are not yet fully defined by the City, the major elements of a successful design process are usually common to all types of projects, only varying in detail to accommodate the specific features of each project; the process will be tailored for each project designed by the MHM team during any future consultations with City staff regarding defined projects. We view ourselves as a seamless extension of the City's staff, a resource to be used when and to whatever extent required.
We recognize that a successful consultant offers timely and efficient delivery of services while still ensuring quality, experience, and professional competence. It is our intention to provide outstanding project coordination and quality while helping the City successfully deliver projects. Our approach below ensures that this will happen:
• Scope of Services - Determining the scope of work before starting the project is critical. Proper identification of all scope aspects will be performed early on. MHM will develop a detailed scope of work, budget, and schedule to respond to each task order request in terms of the larger project context. • Project Scheduling - Requests for meetings and proposals can generally be handled quickly. For larger projects, formal schedules will be created to identify tasks, resource requirements, milestones, and deliverables. As the project advances, the project schedule will be monitored to determine that items are completed within the deadlines specified. Peer review of deliverables will be performed at all major • Budgeting - Controlling costs and budgets is a top concern for our clients during all project stages. The scope and schedule identify the necessary resources (hours and reimbursables) used to set the budget.
We will monitor this through scheduling and progress reports and resolving issues as efficiently as possible.
• Quality Control - We will maintain responsibility for the accuracy, completeness, and timeliness of all on-call activities, reports, and documentation. All work will be organized, tracked, checked, communicated, and files as required by the project. Our goal is to provide deliverables consistent with professional engineering and surveying practices.
• Federal, State, Regional, and Local Requirements - We are extremely experienced in projects with compliance and funding issues and understand the local Assistance Procedures Manual (LAPM), Caltrans standard plans, and standard specifications and manuals. • Licensed Principals and Project Managers - Our principals and project managers are all California- registered and licensed professionals. Furthermore, MHM offers a direct, concentrated involvement of highly qualified staff, all of whom have extensive experience working for local government agencies.

NGINEERS & SURVEYORS SINCE 1892
MHM has maintained its main office in Marysville for over eighty (80) years, and our current office has been situated at 1204 E Street since 2008. The owners of the firm all have extensive experience working with the City of Marysville; specifically, John Mallen was employed by the City as an Associate Engineer from 2000-2002 and has acted as the consultant City Engineer since 2017. Sean Minard and Roger Hanlin, both of whom have over 30 and 40 years respectively with MHM, have worked on numerous projects in Marysville throughout their careers.
Over the course of this work, MHM has accumulated historic records of previous projects completed, giving us extensive in-house knowledge of the City's infrastructure from the start. Additionally, MHM fully understands the policies and procedures, Municipal Code, and design standards required by the City and we are able to successfully implement them during the development of any projects assigned.
MHM has long provided a broad range of civil engineering and land surveying support services as well as a soil testing laboratory that is AASHTO Materials Reference Laboratory certified. We also have extensive background and experience working with levees and internal drainage systems, including storm water pumps, and MHM currently serves as the District Engineer for multiple local Reclamation Districts and Levee Districts, including Marysville Levee District and Reclamation District No. 784, both of which operate with City limits. Due to our longevity in the area, we have built strong relationships with numerous public agencies and special districts in Yuba County, and a local office means that MHM has staff available for day-to-day emergency support or on-site meetings without incurring any travel time or additional expense to the City.
5.0 Proposed Scope of Services
MHM's main scope of service in providing consultant City Engineer / Surveyor services for the City is to provide a project manager as an extension of the City staff. As an extension of the City staff, the project manager will be on-call for day-to-day engineering issues from the City ranging from encroachment permit review to support during a storm or flood fight scenario and will attend any requested City meetings with City staff or the public.
In addition to the normal daily items, the project manager would assist in the identification of capital improvement projects, budgeting, grant applications, design, and construction of these projects as requested by the City. The primary point of contact for delivery of information and services to the City would be through the City Public Works Director and City Manager, but the services would be extended to the entire City staff through them.
Cost Control and Budgeting for General Engineering Services MHM always has a strong focus on maintaining a tight budget for our services to all our clients. For the general engineering services provided under this contract MHM will employ several strategies to provide the best services with the lowest cost for the City. The biggest cost savings for the general services is that MHM will provide these services on a "time and material basis" based on the provided contract rates, and MHM does not have any travel time to attend meetings in the City or have a minimum required amount of time per month or meeting as part of the services The most important strategy for general engineering services cost control is to keep a handle on the amount of MHM time spent on meetings. MHM will work with the Public Works Director and City Manager to determine which meetings and services are needed and limit MHM attendance to only those meetings that would benefit from a presence and that the city has requested attendance at.
Planning and Scheduling Methodology Project Specific Work MHM will work with City staff to identify work on specific projects that need to be tracked for reimbursement, budgeted for permitting fees, or developed separately for grant or funding sources. Once the scope of any of M•H•M
EATA KUANTOR SHE TRE
these items is identified, MHM will setup a separate task order with the defined scope and budget for the work for approval from the City. For large capital improvement projects that are federally funded and require that the City obtain approval of the Request for Authorization to proceed with construction from Caltrans, MHM would follow the process below:
• Project Management - MHM shall coordinate with key personnel from the City, Caltrans, and be responsible for scheduling design review and coordination meetings, preparing and distributing minutes, tracking action items, and all submissions to Caltrans throughout the duration of the project.
Deliverables:

• Project Initiation & Conceptual - MHM will compile all project data available from the City, MHM files, "A" plans would be sent out for utility information. MHM would supplement the project topographic survey information with additional field surveys and boundary surveys where needed. MHM all the information is compiled into a more detailed schematic design and meet with the City to review and discuss the desired alternatives to address any problem areas that still remain after this process.
Deliverables:
• Plan "A" Utility Letters
• Schematic Design for the project
• Preliminary Engineer's Estimate
• Concept alternatives for problem areas
• Design Development 30% plans- MHM will coordination with City Public Works and Maintenance to further develop the schematic design and incorporate the signal upgrades. MHM will further develop the grading on the improvements and develop a hydraulic investigation for the proposed drainage.

As with the rest of the general services, the work would be completed and billed on time and materials basis within the Task Order project scope and budget. The task orders would be billed separately on a monthly basis and tracked for completion of scope items verses budget spent.
6.0 Conflict of Interest Statement
MHM provides services to municipalities and clients throughout northern California and adheres to an objective third-party approach to our services. Outside of business contractual agreements, MHM has no financial interest with any of our clientele. This approach eliminates the potential for any conflicts of interest between MHM and project affiliates.
Furthermore, if retained by the City for engineering services, MHM will refrain from contracting with any applicants proposing projects within the City limits for the duration of our contract with the City, unless permission is received in advance from the City to enter into such a contract.
7.0 Litigation
There are no legal judgements against MHM, any subconsultants, or any project team members associated with project performance or professional liability that have occurred within the past five (5) years.
8.0 Contract Agreement

9.0 Federal, State and Local Provisions
MHM has worked on several federally funded projects both thorough our previous contract with the City of Marysville and with other local agencies. As laid out in section 5.0, MHM is familiar with the LAPM process to obtain project approval from start of the project through project approval. In addition, MHM has worked with project construction, close out, and auditing on federally funded projects. MHM is aware of the nuances between State and Federal prevailing wage requirements and when they are applicable for both contractor and engineering staff. MHM has a DIR number and regularly provides prevailing wage reporting on several projects for services performed.
