Item #06
Date: February 6, 2024
To: Mayor and City Council
From: John Mallen, Consultant City Engineer
Jim Schaad, City Manager
Subject: Notice of Completion for the 5th Street Rehabilitation Project Recommendation:

Pass a Motion to 1) adopt Resolution No. 2024-XX accepting the 5th Street Rehabilitation Project; and 2) authorize the City Clerk to file the Notice of Completion.

Rationale for Recommendation:

The project was completed on March 16, 2023, and the project funding requires a formal resolution with a recorded Notice of Completion.

Discussion & Analysis:

The City awarded the contract for construction to All-American Construction, Inc. in the amount of $3,058,362 on January 18, 2022. The contractor started construction on February 22, 2022, and completed the work in July 2022 with the exception of the installation of decorative streetlights and signal poles due to the long lead time for the poles from the manufacturer. Once the poles arrived and were installed, all the project punch list items were completed on March 16, 2023.

Environmental Review:

There is no environmental component to this action.

Legal Review:

The City Attorney has reviewed legal documentation.

Fiscal Analysis:

At the time of the award the estimated project construction cost was $3,516,500 including a 10% contingency and 5% for construction management budgeted for the project. The final construction contract, which included change orders, came in at $3,307,960.83 with an additional $157,860 spent for construction management and inspection bringing the total project construction cost to $3,465,820.83.

Through the construction of the project, there were a number of subsurface issues uncovered, utility conflicts, and other issues encountered resulting in field changes totaling $142,701.35. In addition, there were changes in the quantities of materials required to complete the project. The adjustment of the quantities at bid unit prices resulted in an additional $102,885.48. Both of these amounts are included in the above total construction cost.

Item #06
The City received a total of $3,200,000 in grant funding for the 5th Street Project with all funds being secured through SACOG and paid with federal fundsissued through Caltrans. With $150,000 being spent during the PS&E (Plans Specifications & Estimate) design phase, the remaining $3,050,000 was allocated for the construction phase.

The total project construction cost of $3,465,820.83 exceeded the $3,050,000 received in federal grant funds. The City covered the remaining balance of $415,850.83 through reserves in the Street Fund over Fiscal Years 21/22 and 22/23.
