Item #05
Date: February 6, 2024
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Additional Gavin Park Playground Equipment
Recommendation:

Pass a Motion to 1) approve an amendment to Roach & Campbell Contract to provide ongoing support for the Gavin Park Phase 2 project in amount not to exceed $5,000, 2) approve the award of a cooperative purchase agreement to purchase additional slide hardware, fine mesh platform and O’tanenbaum spinner playground equipment from Berliner Seilfabrik Play Equipment Company of Greenfield SC in the amount not to exceed $32,138.83 through National Purchasing Partners (NPP.GOV) Open Contract # PS21010, 2) approve the award of a cooperative purchase agreement to purchase a Playshaper play structure from Landscape Structures Inc. of Delano MN in an amount not to exceed $42,508.27 through Sourcewell cooperative purchasing contract #010521-LSI, 4) approve the award of an installation contract with Sitewise Construction to install playground equipment per Phase II plan documents and manufacturer’s specifications in amount not to exceed $22,222.50 and 5) utilize any project surplus for repair of play equipment in other parks within the City.

Rationale for Recommendation:

The Public Works Department seeks to design, purchase and install additional play equipment at Gavin Park. The new equipment will add a slide to the recently installed play structure, install a finer mesh platform on the structure to accommodate the slide, add play structures targeted at 2 to 5 year old age group and install two stand-alone toys previously purchased through a grant from First-5 California.

Though the Gavin Park project successfully completed planned improvements at the park, there was an overwhelming public input for both a slide feature for older youth as well as play amenities for younger children. The cost of this project has been lower than anticipated largely in part due to a decision to use City work forces to perform much of the work as well as directly purchase equipment and materials to reduce costs. This will allow the City to implement a “Phase II” of the project to purchase and install the additional equipment to further enhance the playground.

Staff recommends use of Roach Campbell for the design of Phase II of the project since their personnel are most familiar with the project. NPP.gov and Sourcewell cooperative agreements will be utilized rather than the City soliciting its own competitive bids to minimize staff time for procurement. Staff received three quotes for installation and recommends selection of the low bidder, Sitewise Construction.

Background:

State Proposition 68 per capita program made state funds available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. The City of Marysville allocation was Item #05
$177,952. December 1, 2020, City Council approved the use these funds to rehabilitate Gavin Park.

Subsequently on June 1, 2021, City Council approved the use $100,000 in SACOG Community Design Funding Program funds to augment the per capita funds for the use of rehabilitating the facility.

Additionally, the City appropriated $50,000 in General Funds to augment the project, providing a budget of $327,952.

Discussion & Analysis:

With the initial project completed, expenditures charged to the project are approximately $219,000, which is approximately $109,000 under the project budget. The cost to perform Phase II of the project is estimated to cost an additional $108,000, resulting in a total project cost of approximately $327,000 which is $1,000 under the project budget.

Alignment with City Council Goal(s):

This Agenda Item aligns with current City Council Goals #1, Increase Fiscal Sustainability and Goal #5, Support Parks and Recreation.

Fiscal Analysis:

The costs associated with the purchase of the additional design services, play equipment, and associated installation will be paid out of account 60-605-5405 (Capital Projects) as approved in the FY 2023-24 budget.
