Item #04
Date: February 20, 2024
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: California Office of Traffic Safety Selective Traffic Enforcement Program Grant 2024/2025 Recommendation:

Pass a Motion to 1) authorize the Police Chief to submit for California Office of Traffic Safety Selective Traffic Enforcement Program Grant, 2) approval to accept the grant in the event the Police Department is awarded, and 3) authorize the Finance Director to make the appropriate supplemental appropriations per the grant documents if awarded.

Rationale for Recommendation:

Submitting for and accepting this grant funding would allow the Police Department to increase traffic enforcement in areas where primary traffic collision factors are more prevalent. This grant would also increase enforcement activities relating to driving under the influence enforcement and increase bicycle/pedestrian safety.

Background:

The City of Marysville Police Department (MPD) has received this grant from 2005 to 2015 and again 2019 to 2023, which supported traffic enforcement efforts citywide. This grant has also afforded the Department to purchase a DUI command trailer, portable generators with light stands, traffic cones, breathalyzer machines, overtime related costs, and traffic safety vests.

Discussion and Analysis:

The California Office of Traffic Safety Selective Enforcement Program grant would be a one-year grant if awarded. This grant cycle would be from October 1, 2024, through September 30, 2025. This funding would be used to increase traffic enforcement, increase DUI enforcement and related equipment to support the needs of the grant.

Fiscal Analysis:

There is no fiscal impact to the City General Fund nor required matching funds. If awarded, a supplemental appropriation, not to exceed $110,251.35, would be added to the proper accounts per the grant award documents within Fund 25, OTS-Selective Traffic Enforcement Program in Fiscal Year 2024-25.
