Item #05
Date: February 20, 2024
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Authorize Purchase of Awnings for Police Department Entrances Recommendation:

Pass a Motion to authorize the City Manager, or designee, to accept the quote from Goodwin-Cole for purchase and installation of suspended awnings for two exterior staff entrances into the Police Department.

Rationale for Recommendation:

In an effort to prevent potential injuries to employees and lower liability risk for the City, awnings are needed over two employee entrances located at the Police Department. These awnings will provide protection to the employee along with the equipment worn and carried during inclement weather.

Background:

Currently, two locations on the exterior of the Police Department remain uncovered. During the rainy season, water splashes off the building directly onto employees and equipment as they are typing access codes to enter the facility and also while exiting. Additionally, water tends to pool on the concrete platforms and stairs, increasing the risk of potential slip and fall accidents. The City has budgeted funding during the past few years, however, there have been delays as this project is dependent on aesthetics due to the age of the building and that it is located in a historical overlay district which requires architectural review under the Planning Commission. With this review completed, the project can now move forward.

Discussion and Analysis:

On December 29, 2023, staff contacted local awning companies to obtain quotes for this project. While speaking with a representative from Martin’s Canvas in Yuba City, they stated they do not construct metal awnings and referred staff to Goodwin-Cole and GPS Specialty Construction Inc. out of Sacramento for this particular type of awning.

With this updated information, staff proceeded to contact Goodwin-Cole for a quote. Staff then met with Councilman Gilcrest and a representative of Goodwin-Cole on site to determine the best options for safety concerns and aesthetics as it relates to the location of both awnings. Through this process, a quote from Goodwin-Cole in the amount of $20,000 was received and is attached for review. Neither a call back nor a quote from GPS Specialty Construction Inc. was received.

Item #05
In accordance with Marysville Municipal Code 2.76.140 Public Projects, public projects shall be performed according to the following, (1) Public projects of twenty-five thousand dollars or less may be performed by city employees, by force account, by negotiated contract, or by purchase order.

The quote for this project is below this threshold and the staff is requesting this award based on this clause.

Fiscal Analysis:

There is no fiscal impact to the City General Fund. This funding is currently allocated in the FY 2023-24 budget in the amount of $20,000 within account number 10-160-5200 (Repairs & Maintenance – Buildings & Grounds) specifically as it pertains to this project.
