Item #08
Date: February 20, 2024
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Caltrans Clean California Local Grant Program - Cycle Two 2023/2024 Recommendation:
Pass a Motion to approve Resolution 2024-XX authorizing the City Manager to execute agreements and amendments to the Caltrans Clean California Local Grant Program – Cycle Two 2023/2024.
Rationale for Recommendation:
A Resolution by the City Council is needed in order to execute the Restricted Grant Agreement with the California Department of Transportation to receive a $2,906,000 grant award.
Background:
The Clean California Local Grant Program (CCLGP) was established by the legislature for the purposes of beautifying and cleaning up local streets and roads, tribal lands, parks, pathways, transit centers, and other public spaces. The CCLGP is a three-year, $296 million program. It is one component of the overall $1.1 billion Clean California Program.
The City of Marysville submitted a grant application during Cycle 1 for the Ellis Lake Park Enhancement project seeking $2,880,348. Unfortunately, the project was not awarded.
On February 14, 2023, Caltrans put out a Call for Projects for its Cycle 2 Clean California application with a deadline of April 28, 2023, with an award announcement set for Fall 2023 and a project completion date of June 30, 2026.
On April 4, 2023, the City Council passed Resolution 2023-11 authorizing staff and the Yuba Sutter Economic Development Corporation (YSEDC) to submit for Cycle 2 grant before the April 28, 2023 deadline.
On October 9, 2023, Clean California Local Grants Program notified Marysville that the Ellis Lake Park Enhancement Program, in the amount of $2,906,000, had been awarded Discussion and Analysis:
Staff are currently working with Caltrans to execute the Cycle 2 Grant award. Unfortunately, the YSEDC is not a lead agency and cannot execute contracts and agreements directly with Caltrans, as were delegated by Council through Resolution 2023-11. The updated Resolution 2024-XX strikes out this clause and rewrites the Resolution to authorize the City Manager to execute agreements with Caltrans.
Item #08
Fiscal Analysis:
There is no fiscal impact as there is no local match requirement for this grant.
