Item #03
Date: March 5, 2024
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: California Department of Alcohol Beverage Control Program Grant 2024/2025 Recommendation:

Pass a Motion to 1) authorize the Police Chief, or designee, to submit an application for the California Department of Alcohol Beverage Control (ABC) Program Grant, 2) accept the grant and associated funds, in the event the Police Department application is approved, and 3) authorize the Police Chief, or designee to complete all necessary documents for funding.

Rationale for Recommendation:

Submitting for and accepting this grant funding would allow the Police Department to educate and enforce identifiable alcohol-related problems associated with alcoholic beverage licensed establishments, engage in prevention efforts, and provide continual training to officers on ABC education, prevention, and enforcement measures.

Background:

The City of Marysville Police Department (MPD) has received this grant in past years, last granted in 2013.

The Department then began efforts with Tobacco Education and Enforcement, last awarded 23/24. The Department desires the ABC Grant as the focused efforts of the grant to educate and enforce align with two other grants for the Department from the California Office of Traffic Safety and the CHP Cannabis Tax Grant which the Department current is working on and has received authorizing for renewal.

The City and surrounding Marysville zip code is influenced by 89 licensed establishments. Of that, 52 are on-sale establishments and 37 are off-sale establishments. The most recent Office of Traffic Safety crash data rankings is 2021. The City of Marysville is ranked 52nd worst out of 101 cities like size for alcohol involved traffic collisions with (4) four victims injured/killed. The City is ranked 81 out 101 worst for DUI arrests. This is above average for DUI arrests.

Discussion & Analysis:

The California Department of Alcohol Beverage Control Program grant would be a one-year grant if awarded. This grant cycle will be July 1, 2024, through June 30, 2025. This funding would be used to educate and enforce identifiable alcohol-related problems associated with alcoholic beverage licensed establishments, engage in prevention efforts, and provide continual training to officers on ABC education, prevention, and enforcement measures.

Item #03
Fiscal Analysis:

There is no fiscal impact to the City’s General Fund. Staff would submit the 24/25 grant, not to exceed $100,000, to the California Department of Alcohol Beverage Control. If awarded, staff would return to Council for authorization of a resolution and then execute the grant. All budget appropriations would be presented through the Fiscal Year 2024-25 budget process.
