ADDENDUM NO. 1
FIRE STATION ACCESSORY BUILDING
REPLACEMENT PROJECT
NO. 23-02
The purpose of this Addendum No. 1 is to notify Bidders of clarifications to the Project Plans for the above project. This Addendum shall be attached to and become a part of said Contract Documents. THIS
ADDENDUM SHALL BE SIGNED BY THE BIDDER, DATED AND SUBMITTED WITH THE PROPOSAL FOR THE PROJECT.
Bidder Questions / Clarifications:
1. Question: Existing and Design grades are needed to determine pricing. Please provide existing and design grades required for the building and site work? Response: See attached sheet with the grades and finished floor added.
2. Question: Is there a finish floor elevation?
Response: See attached sheet with the grades and finished floor added.
3. Question: Is there any concrete in front of the roll up doors on the South side of the building? Response: The plan sheet has shown replacing 5' of asphalt in front of the building doors inside the site (but the area may be increased to 10' on the south side at time of installation), and new sidewalk on the north side. The sidewalk is included in the bid schedule 11 area and the pavement in the bid schedule 12 area. The pavement is called out as 3" of AC on 12" AB, but 6" of concrete pavement on 6" AB could be in lieu of the AC.
4. Question: Since some of the bollards and existing fence are supposed to stay, how do anticipate the building pad overbuild (5 to 10 feet) to be constructed? Response: It is not anticipated that the building pad would be higher than the existing surface or require work extending beyond the saw cut edge in the existing pavement based on the minimum 7" slab thickness and 2" of underlayment. The pad preparation would mainly consist of scarifying and compacting the top 12" after the pavement surface and foundations are removed. There may me some minor export or import of material to get to pad.
5. Question: Please provide all sections and details for AC Paving, AB and concrete.
Response: The minimum slab thickness is 7" of concrete, the pavement section is called out as 3" AC on 12" of AB, and the city heavy duty driveway is 6" of Concrete on 6" of AB (see attached detail).
6. Question: Do you have details for Striping, Signage, End of road and or end of walk barricade? Response: There will be a sidewalk barricade and a detail is attached and the cost of the barricade installation should be included in the bid item 11 unit price.
CITY OF MARYSVILLE February 13, 2024
FIRE STATION ACCESSORY BUILDING REPLACEMENT PROJECT Addendum No. 1 CONTRACT NO. 23-02 Page 1 of 4
7. Question: If needed can the eve height be raised if a portal frame is needed for proper clearance of the rollup doors?
Response: Yes, the eve height can be increased if needed.
8. Question: $1,000 for LD's seems high for a $350,000 project. Can they be reduced? Response: As discussed at the preconstruction meeting, the City plan is to award the contract and give the notice to proceed on the building and foundation submittals and then once those submittals are approved and the building materials have an estimated delivery date issue a Notice to Proceed on the project for demolition and construction. The allotment of 60 working days after the Notice to proceed should be more than sufficient to complete the work, but during this duration the construction the impact on the fire station operation by the loss of the storage area and site area is a significant and that is why the LD is in place.
9. Question: Can the (PEMB) building materials be staged in the back parking lot? Response: Materials can be stored withing the building area and south to the north edge of the training tower, but the gate needs to be accessible for emergencies and the rest of the site if need for fire operations.
10. Question: Is railroad insurance required? If so, what is required and do we need a flagger.
Please detail the railroad right of way.
Response: No, there is no work within the Railroad right-of-way or within 25' of the tracks outside of the existing fence.
11. Question: During the Job walk, Electrical was mentioned. Please provide what is required for the electrical portion of the project.
Response: There is an electrical feed from the existing main fire building to the training tower and the existing structures being demolished. As part of the building demolition, the wire will need to be removed from the nearest box to the demolished structure and the conduit intercepted and stubbed up to the inside of the wall for a future panel inside the new building.
12. Question: In Instruction to Bidders Section 8 (3) it states "The Bidder is considered the Prime Contractor and shall perform at least 51 percent (51%) of the work, as determined by a percentage of the value of the work.". Is that applicable to this project? Response: No, for this project the bidder does not have to perform 51 percent of the work to be the prime contractor.
13. Question: On the site plan, it shows the man doors as opening in, but for the required hard ware they will need to open out, correct?
Response: Correct the two man doors will open out and the site plan has been revised.
14. Question: Has an Abatement/Lead survey been performed on the existing structure? Response: No, the existing structures are new enough and factory coated, so no lead should be present.
CITY OF MARYSVILLE February 13, 2024
FIRE STATION ACCESSORY BUILDING REPLACEMENT PROJECT Addendum No. 1 CONTRACT NO. 23-02 Page 2 of 4
15. Question: What is the Occupancy Category of the metal building? This being a fire station does it need to be IV?
Response: No, for this structure is for storage of extra equipment and S-1 occupancy which is category Il importance.
16. Question: Does the roof panel require a warranty? If so, what type and how long? Response: No, but per the technical specifications in shall be 26 gauge standing seam with mechanically seamed seams.
17. Question: Confirm all codes and loads below:
Response:
Occupancy classification: I/
Live load: 20 psf reducible per code
Ground snow load: 0 psf
Snow exposure coefficient (ce): 0.9- fully exposed
Wind speed 105 mph
Wind exposure: C
Seismic information: (see attached Geotechnical Recommendation) Rainfall intensity: 4.00 in/hr
18. Question: What is the required collateral load for future solar/electrical or anything planned in the future?
Response: No solar is planned on the roof and the only electrical would-be interior lighting.
19. Question: Does the downspout water need to connect to the storm drain or surface drain? Response: Surface drain away from the building.
20. Question: We are connecting a new conduit from the building to the existing conduit on site.
We are assuming the conductors to be placed by others. Please advise.
Response: That assumption is correct.
21. Question: What is the existing slab thickness?
Response: The primary existing structure is only footings with an AC floor. The smaller structures have some concrete, but the thickness is unknown.

On-site soil is considered suitable to be used as fill material, provided our recommendations are followed properly. Imported fill materials should have a plasticity index less than 12 and a maximum particle size of 3 inches. Allow City staff 48 hours to sample and test proposed import fill materials prior to delivery at the site.
1.2 DEMOLITION
The City inspector will check the demolition and removal of existing pavement sections and to observe the demolition of the existing foundations and backfill and compaction of the footing and foundation removal trenches to a minimum of 90 percent relative compaction, per ASTM D1557. Refer to Section 1.4 regarding trench backtill recommendations.
1.3 FILL COMPACTION/BUILDING PAD PREPARATION
After the removal of the existing pavement, scarify the original grade, then moisture condition to within 0 to +4 percent of optimum moisture content and recompact to a minimum of 90 percent relative compaction, per ASTM D155/. Compaction should be done with dedicated compaction equipment. Once compaction testing has been performed on the original grade, fill placement may commence.
Fill material should spread in loose lifts not exceeding 12 inches, moisture conditioned to within 0 to +4 percent of optimum moisture content and compacted to a minimum of 90 percent relative compaction, per ASTM D1557.
Structural fills for pavement areas should be compacted to at least 90 percent relative compaction, per ASTM D1557. Compact the upper 6 inches of pavement subgrade and aggregate baserock to a minimum of 95 percent relative compaction, per ASTM D1557.
1.4 TRENCH BACKFILL
The contractor is responsible for conducting all trenching and shoring in accordance with CALOSHA requirements. Place and compact trench backfill as follows:
• Trench backfill should have a maximum particle size of 2 inches; • Moisture condition trench backfill to within 0 to +4 percent of optimum water content; moisture condition backfill outside the trench. • Place fill in loose lifts not exceeding 12 inches for backhoes and 18 inches for large excavators.

FIRE STATION ACCESSORY BUILDING
REPLACEMENT PROJECT - GEOTECHNICAL RECOMMENDATIONS
> Compact fill to 90 percent relative compaction per ASTM D1557. > Jetting of trench backfill is not acceptable except in joint utility trenches where damage to conduits makes mechanical compaction methods impractical.
1.5 SLOPES
Construct final slope gradients to 2:1 (horizontal:vertical) or flatter. Slope faces should be compacted and vegetated to reduce the effects of rutting from rainfall and overland water flow. Construct a keyway at the toe of the fill slope and at least 24 inches deep on the downhill side of the key. The keyway should be a minimum of 10 feet wide and sloped back into the slope at a minimum 5 percent slope. In order to remove loose soil/rock, excavate benches into competent material after engineered fill has been placed in the keyway per our recommendations. Benches should be cut into the existing slope as filling proceeds every 2 to 4 feet vertically and 4 to 8 feet wide into the slope, to remove loose soil/rock. We recommend that buildings have a minimum setback of 5 feet from ascending slopes and 10 feet from descending slopes, or as outlined in the 2019 California Building Code. The setback is measured from the outermost footing line closest to the toe/hinge point of slope.
1.6 SITE DRAINAGE
Surface drainage design should include the following:
1. Slope concrete pavement areas at least ½ percent and asphalt concrete pavements at least ½ and preferably 1 percent to extend pavement life. Do not allow water to pond on pavement areas.
2. Were soil surrounds the building, discharge roof down spouts should be avoided and located where there is concrete or pavement and directed away from the building.

2 FOUNDATION RECOMMENDATIONS
2.1 FOUNDATIONS
The proposed commercial structure can be supported on continuous or isolated of 24 inches wide and at least 18 inches deep below finished pad grade (not including crushed rock or pavement).
Table 2 below provides maximum allowable bearing capacity for dead plus live loads. These bearing capacities may be increased by one-third for the short-term effects of wind or seismic loading.
Minimum Footing Dimensions Allowable Bearing Capacity (PSF) Strip Footings 12" Wide × 18" Deep 1,900
Spread Footings 24" Wide × 18" Deep 2,200
Table 2 - Building Footing Parameters
Provide minimum steel reinforcing in strip footings of two No. 4 bars top and two No. 4 bars bottom.
Lateral loads may be resisted by friction along the base of footings and by passive pressure along the face of footings. The passive pressure is based on an equivalent fluid pressure in pounds per cubic foot (pcf). We recommend a passive lateral pressure of 320 pcf and a coefficient of friction equal to 0.34 for design. If passive resistance and friction are combined to resist lateral loads, we recommend that the passive pressure be reduced by 33 percent.
Provided our recommendations are followed, total settlement beneath the footings should be no more than 1-inch, with an estimated maximum differential settlement of ½-inch over a distance of 60 feet.
Utility excavations parallel to footing lines should be clear of a 1:1 (horizontal:vertical) plane projected downward from the base of footings. Where utility lines cross footings, they should be sleeved and footings deepened as appropriate. We should review these conditions and provide specific recommendations.
2.2 SLAB ON GRADE
We recommend the following for slabs-on-grade:
1. 2-inches minimum of clean 3/8-inch pea gravel underlain with,
2. Vapor barrier membrane consisting of 10-mil polyethylene "plastic" sheeting, properly sealed at penetrations and edges, underlain with 3 CITY OF MARYSVILLE
FIRE STATION ACCESSORY BUILDING
REPLACEMENT PROJECT - GEOTECHNICAL RECOMMENDATIONS
3. Two inches minimum of clean crushed rock on the building pad. Crushed rock should have 100 percent passing the ¾-inch sieve and less than 5 percent passing the No. 4 Sieve.
4. Provide a minimum concrete thickness of 7 inches.
5. Reinforce slabs with No. 4 reinforcing bars placed 18-inch centers each way.
Place dobies per ACI; we recommend a maximum dobie spacing of 6' on center, each way.
6. Use a concrete water-cement ratio of 0.50 or less.
7. Use higher strength concrete, minimum 3,000 psi.
Slab thickness and reinforcing steel requirements above are provided for purposes of resisting soil expansion potential. The structural engineer may increase these parameters based on building loads or anticipated building use. The structural engineer should provide final design thickness and additional reinforcement, if necessary, for the intended structural loads.
Exterior Flatwork: Exterior flatwork includes items such as concrete sidewalks, steps, and outdoor courtyards exposed to foot traffic only. Provide a minimum concrete flatwork thickness of 4 inches over 4 inches of aggregate base. Exterior flatwork subgrade should be moisture conditioned to within 0 to +4 percent of optimum water content and compacted to 90 percent relative compaction per ASTM D1557.
