Item #09
Date: March 5, 2024
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Performance Update and Closeout Documentation for the 2020 Community Development Block Grant (CDBG) Contract 20-CDBG-CV2-3-00004 Recommendation:

Pass a Motion to 1) have Council conduct a public hearing and accept public comment on the final expenditures and program performance for the 2020 Community Development Block Grant totaling $416,772 for a Dine in Home Program and 2) direct the City Manager to submit the proper documentation to the Department of Housing and Community Development (HCD) and to disencumber any remaining grant dollars.

Rationale for Recommendation:

As required by the Department of Housing and Community Development, the City must conduct a Public Hearing notifying the governing board and the public of project and program accomplishments and outcomes as a result of the awarded grant funds.

Background:

The City of Marysville applied for and submitted to receive $416,772 from CDBG under the Coronavirus Aid, Relief, and Economic Security (CARES) Act and was awarded by the State of California on October 20, 2021 for a Dine at Home Program. The purpose of these funds was to provide support for the Dineat-Home Program in the City of Marysville to prevent, prepare for, and respond to the Coronavirus. The City began the program with the hopes of providing the service to more community members, but due to the income requirements and the nature of the program limited participation. The City further attempted to follow State guidance in disencumbering funds but were directed to finish the program and return unused funds at closeout. The Dine at Home Program added a delivery service to the program and further supported the needs of our communities most vulnerable population. This program is ongoing, but the support from the CV funds has ceased as the term of the award has expired.

As a condition of closing out the CDBG grant funding, the City of Marysville is required to hold a Public Hearing to receive comment on the final expenditures and accomplishments for the subject grant and to disencumber any grant dollars that were not used in the project.

Item #09
Discussion and Anaylsis:

The activities under this agreement were as follows:

With the expiration of the grant as of October 19, 2023, the remaining funds of $226,968.41 not expended for the project will be disencumbered back to the State per CDBG regulations.

The FREED program was able to provide services to 104 of eligible participants. These services included vouchers for meals at local restaurants that met the nutrition requirements for the senior population with options for delivery and pick-up. FREED worked to enroll as many participants as possible and held multiple outreach efforts to provide services to as many eligible participants as possible. When FREED realized that the funding amount requested for the program was more than they would be able to spend, the City and FREED worked together to establish a new budget to best serve the members of the community and further mitigate the effects of the ongoing COVID 19 pandemic on the most vulnerable population.

Fiscal Analysis:

None as this project is complete and all costs were covered by CDBG funding.
