Item #03
Date: March 19, 2024
To: Mayor and City Council
From: Kathy Pease, Planner Consultant
Jim Schaad, City Manager
Subject: General Plan Annual Progress Reports
Recommendation:
Pass a Motion to adopt Resolution No. 2024-XX 1) accepting the 2023 General Plan and Housing Element Annual Progress Reports, and 2) direct staff to transmit the reports to the State’s Office of Planning and Research (OPR) and Department of Housing and Community Development (HCD).
Background:
Pursuant to California Government Code Section 65400, every local government jurisdiction is required to submit its General Plan and Housing Element Annual Progress Report to HCD and OPR by April 1 of each year covering the previous calendar year.
Discussion & Analysis:
The attached General Plan and Housing Element Annual Progress Report covers calendar year 2023 and includes new residential construction data and the City’s progress at meeting its Regional Housing Needs Assessment (RHNA) requirement. Additionally, the report provides a summary of policies found within the City’s Housing Element and its current status. Both of which are mandatory reporting requirements for the Housing Element portion of the Annual Progress Report.
During the 2023 reporting period, the City completed 77 new residential units and issued final occupancy permits for the East Lake Apartments, which allowed the city to substantially meet a large portion of the City’s RHNA obligation. To date the remaining units needed to be constructed by 2029 are 38 very-low income, 31 moderate and 74 above moderate-income.
Environmental Review:
The General Plan and Housing Element Annual Progress Reports are informational in nature and are not considered a project under Section 15378 of the California Environmental Quality Act (CEQA) guidelines.
Therefore, no further environmental analysis is required.
Fiscal Analysis:
There are staff consulting costs to prepare the report, in addition to staff time needed to pull building permit data which is an unfunded mandate. In addition, many funding programs require up-to-date CITY COUNCIL MEETING | Page 2 of 2
submissions of Housing Elements and Annual General Plan Progress Reports. Failure to submit the Housing Element Annual Progress Report will negatively impact the City of Maryville’s ability to apply for and receive grants such as the Regional Early Action Planning grants being used to complete the Specific Plan.
