Mr. Schaad,
Marysville Fleet Maintenance Department submits this statement of justification for Parks mowers.
Description of product
Zero-turn Parks mowers Capable of height adjustment while operating:
1. Diesel powered 25HP Kubota engines that do NOT require annual CARB reporting.
2. 72” cutting deck with rear discharge which is what our other two Scag mowers have.
3. All controls are the same and do not require personnel training.
4. Zero-turn hand controls for tight turns and small spaces.
The Parks Department would benefit from These mowers in the following ways:
1. Continuity with the two existing zero-turn mowers by make and model.
2. Would have 4 zero-turn (If two purchased) mowers city wide instead of only two that better suit mowing needs.
3. Best suits the Parks Department needs when mowing to have tight turns and height adjustment while mowing. The two John Deere mowers we have must stop and have pins pulled to adjust height and turns are not tight due to mower size. Our John Deere mowers must be reported every year to CARB due to engine size and HP Rating.
Fleet Maintenance
1. Can manage repairs more effectively knowing the product and common repair issues/needs.
2. Parts already in stock for the same make/model such as blades, hubs, belts, and filters.
3. Predicts if two mowers purchased, the City would be set on mowers for at least 2-3 years.
4. Recommends purchasing the limited supply diesel powered mowers, like what we already have, before they are eliminated as an option.
5. The State of California has already mandated All-Electric mowers as of January 1st 2024. The remaining diesel powered equipment is what is left in stock.
6. Has been advised there are only 6 zero-turn 25HP Diesel mowers left available.
7. The remaining Diesel powered mowers are at least half the cost of the new electric mowers.
Finance Department
1. With an investment now Finance will save money in the extreme near future to meet the City’s needs for mow equipment.
2. Can attain two mowers for the cost of only 1 electric powered mower and out perform cutting time due to charging needs on electric models.
3. Can legally put off the All-Electric mandate with the limited supply (6 mowers) Left.
4. Can Keep our Parks mowing needs efficient. New electric mowers will only perform 2 acers per 4-6Hrs worth of charge.
Costs to the city would be relatively low compared to the cost of replacing later as all electric. Utilization of the last available diesel powered mowers will make the City of Marysville’s Parks Department more efficient in serving the community by giving each operator the tools they need to succeed.
