Item #08
Date: April 2, 2024
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Emergency Repair: Sewer Division Vactor Truck
Recommendation:
Pass a Motion to 1) receive and file an emergency purchase for repair of the Vactor truck in the Sewer Division of Public Works pursuant to 2.76.090 of the Marysville Municipal Code, and 2) authorize the Finance Director to make a supplemental appropriation for an amount not to exceed $49,428.29 to the appropriate account number.
Rationale for Recommendation:
An emergency purchase for the repair of the Vacuum Compressor Assembly and Fan replacement of the Vactor Truck, used by the Sewer Division of the Public Works Department was necessary as the failure rendered the Vactor truck incapable of vacuuming. As there is only one Vactor truck, an immediate need to repair the components to protect the public health, safety and welfare of citizens in the event there is a sewer spill or damage to the sewer collection system.
Background:
In early January 2024, one of the Wastewater Collections Operators was on a sewer call and noticed the Vactor Truck’s vacuum would not shut off. The Wastewater Collection Operator brought it to our Fire Mechanic for assessment. As part of a routine maintenance measure, the Fire Mechanic sent the Vactor Truck to MME – Municipal Maintenance Equipment and requested a diagnosis of the malfunctioning shut off switch. MME determined the auto shut off switch was malfunctioning and the contents holding tank had already damaged the suction fan and an unsafe vibration was discovered.
Discussion & Analysis:
A Vactor truck is a large truck used by the Sanitary Sewer Division to clean the sewer mains and collection system. It is equipped with large vacuum hoses and water jet hoses that work in combination with each other. The jetter loosens up debris while the vacuum sucks up the debris, mud and liquids into a large holding tank on the back of the truck such that the sewage work is contained.
The Vactor truck was purchased sometime around 2016 and Municipal Maintenance Equipment (MME) is the manufacturer of the Vactor Truck. The City has done business with MME in the past as MME is certified to work on Vactor trucks.
