Call to Order
The City of Marysville City Council meeting called to order by Mayor Branscum at 6:03 pm.

1. Approval of Accounts Payable
Recommendation: Passed Motion 2024-038 approving accounts payable in the amount of $488,389.91 for the period of March 9, 2024, through March 22, 2024.

2. Minutes Approval
Recommendation: Passed Motion 2024-039 approving the City Council meeting minutes from the March 5, 2024, and March 19, 2024, special meetings and the March 5, 2024, March 19, 2024, regular meetings.

3. Public Donation for K-9 Molly
Recommendation: Passed Motion 2024-040 to approve the Department to accept $270 donation from Christy Terrell to assist with offsetting cost for care provided to an injured K9 named Molly.

4. Consolidation of November 5, 2024 Elections
Recommendation: Passed Motion 2024-037 to approve Resolution 2024-12 calling and giving notice of a General Municipal Election to be held on November 5, 2024, and requesting consolidation with the General (Statewide) Election and establishing the manner of holding said election.

5. Contract Amendment No. 2 with Shute, Mihaly & Weinberger LLP Recommendation: Passed Motion 2024-041 authorizing the City Manager to execute Amendment No. 2 to revise the existing Agreement with Ellen Garber of Shute, Mihaly & Weinberger LLP, increasing the compensation amount by $380,000, resulting in an amount not to exceed $500,000 to allow continued provision of legal services related to litigation against Caltrans for the State Route 70 Binney Junction Roadway Project.

6. City of Marysville Measure C Annual Report for Fiscal Year 2022-23 Recommendation: Passed Motion 2024-042 to receive and file the City of Marysville’s Measure C Annual Report for Fiscal Year 2022-23.

7. Approval of Revisions to the Management Compensation Plan for Executive and MidManagement Employees Recommendation: Passed Motion 2024-043 to 1) approve and ratify salary revisions and language cleanup to the Executive and Mid-Management Compensation Plan, to be effective July 1, 2023, and 2) adopt Resolution 2024-13 memorializing these changes.

8. Emergency Repair: Sewer Division Vactor Truck
Recommendation: Passed Motion 2024-044 to 1) receive and file an emergency purchase for repair of the Vactor truck in the Sewer Division of Public Works pursuant to 2.76.090 of the Marysville Municipal Code, and 2) authorize the Finance Director to make a supplemental appropriation for an amount not to exceed $49,428.29 to the appropriate account number.

9. Parks Division Lawn Mowers Purchase
Recommendation: Passed Motion 2024-045 to 1) authorize purchase of two additional commercial lawn mowers for the Parks Division of Public Work pursuant to Chapter 2.76.120 of the Marysville Municipal Code, and 2) authorize the Finance Director to make a supplemental appropriation for an amount not to exceed $60,000.00 to the appropriate account number.

10. Ratification of Memorandum of Understanding (MOU) for the Marysville Firefighters’ IAFF Local #2321 (Fire)
Recommendation: Passed Motion 2024-046 1) ratifying the proposed Bargaining Unit Memorandum of Understanding (MOU) agreement with the Fire Union effective July 1, 2023, through June 30, 2024.

2.76.120, 2) authorize the City Manager to enter into negotiations with Goodfellow Bros. California LLC, 2340 E Bidwell St, Folsom, CA 95630 to pave the western half of G Street between 7th Street and 8th Street with a not to exceed amount of $75,000, and 3) authorize the Finance Director to make a supplemental appropriation for an amount not to exceed $75,000 in the appropriate accounts.

City Manager’s Report (City Manager Schaad) – Thank Dan and popcorn and presentations (provided updates since filming date), Delta Building is under construction, RDA property at 3rd and D Streets has closed escrow; a developer tour is happening on 4/12 at 2:30 pm with 15 RSVP’s so far; MOIA club will meet on 4/3 at 5:30 pm, starting at the Brick; Thursday at 3rd continues strong; Ribbon City of Marysville Regular Meeting Minutes 04/02/2024 Page 5 of 5 Cutting for Elvy’s on 4/10 from 12-1:30 at 322 4th Street; Traffic calming measures on 14th Street; Ellis Lake Aquatic Treatments on 4/19; Core Charter School 25th Anniversary on 4/11 at 5:00 pm, Fishing Derby on 5/18; Two new hires – 2 Dispatchers, 1 new Officer and 1 new Public Works Manager.
