Item #06
Date: May 7, 2024
To: Mayor and City Council
From: Nicole Moe, Human Resources Manager
Jim Schaad, City Manager
Subject: Catastrophic Leave Side Letter
Recommendation:

Pass a Motion to approve 1) Resolution 2024-XX and 2) the attached Side Letter for the following City of Marysville Bargaining Groups, Marysville Mid-Managers and Executive Group, Marysville Police Officers Association (both Non-Sworn and Sworn), Teamsters Local 137, and the Fire Union.

Rationale for Recommendation:

On February 6, 2024, the Council approved this Resolution and Policy for all other bargaining units and groups of employees, minus the Fire Union, as they chose not to participate without a ratified MOU. Now that the Fire Union has a ratified MOU, and approved this policy, this is being brought forth as an administrative clean up to show all employee groups have approved and can participate in this program.

There have been zero program/policy updates since last brought to Council on February 6, 2024. The program parameters are continual for when a fulltime City employee faces a catastrophic event, and uses all of their available leave bank hours, depending on what bargaining group they belong to, they may be able to ask their co-workers for time donations to keep them whole financially. The employee needing hours, must meet the program requirements which also encompasses the FMLA regulations set by the U.S. Department of Labor.

Currently, an employee may not be able to ask for catastrophic leave due to their bargaining group, or when donating only be able to donate a certain type of hours. There are also circumstances that an employee may only donate to an employee in a ‘lower’ position. This clean-up will repeal and replace the Catastrophic Leave section that may be currently listed in MOU’s and also allow those groups of employees who are not eligible to donate, at this time. This policy clean-up will also allow for easier management of the time requests and implementation of donated hours creating a streamlined process for both Human Resources as well as Finance regarding payroll processes. The City has met and conferred with all bargaining groups and obtained respective supportive signatures. At this time the Fire Union has voted not to participate in this side letter but agrees to the language and hopes to address this matter when they sign their next MOU.
