Item #07
Date: June 4, 2024
To: Mayor and City Council
From: Nicole Moe, Human Resources Manager
Jim Schaad, City Manager
Subject: Assistant to the City Manager and City Clerk Job Description and Salary Recommendation:

Pass a Motion approving the Job Description for the Assistant to the City Manager and City Clerk Salary Range.

Rationale for Recommendation:

Due to a recent resignation of the Human Resources Manager, Assistant to the City Manager and City Clerk a vacancy now exists for this position. The City has attempted to recruit for this position, but the recruitment yielded candidates that have minimal experience in performing the incumbent’s three functions of City Clerk, Assistant to the City Manager and Human Resources Manager (the function of Human Resources Manager was recently added to this job description). Because of this, Staff recommends that the Human Resources function be separated from the position as it had been in the past. Staff believes that if approved by Council, the City can initiate a new recruitment process with a higher probability of success.

Background:

This position was revised in March 2023 to include Human Resources Manager. The duties nor the minimum qualifications of the Assistant to the City Manager and City Clerk have not been amended from the previous version of the Job Description. The duties of the Assistant to the City Manager and City Clerk position continue to be a critical function within the City’s internal management structure. The Human Resources function is also critical to the operation of the City but staff intends to contract with an independent service provider for a significant portion of the work and will be working to secure a contract for services.

Fiscal Analysis:

The salary range for this position will be lowered to $88,000 to $107,000 and revised in the Executive and Mid-Management Compensation Plan. The cost for the new position is within the overall approved 2023/24 budget and has been included in the proposed 2024/25 budget. With the 2023/24 budget year nearly complete, a budget amendment will not likely be necessary to fill the revised position for the remainder of the fiscal year, however the cost for contracting out the HR function has not been determined at this time and a budget adjustment will be necessary for FY2024/25 .
