Item #02
Date: July 2, 2024
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Accounting/Grant Manager Job Classification and Salary Range Recommendation:

Pass a Motion to approve the job classification for the Accounting/Grant Manager and salary range.

Rationale for Recommendation:

The proposed Accounting/Grant Manager position would be responsible for a variety of highly responsible administrative, supervisory and technical duties within the Finance Department. This position will combine the responsibilities of traditional accounting functions along with providing general management and administration of the City’s grant activities. In addition, this position will provide a critical function in supporting the Council and community needs and priorities through maintaining financial integrity, maximizing grant revenue, managing risk, and ensuring compliance with multiple regulations.

Some of the key functions of this position are as follows; processing of financial transactions, preparing and reconciling financial and accounting records and reports, grant administration, audit coordination, contract administration, assists in designing and implementing policies and procedures, responsible for the efficient accomplishment of the daily activities of an assigned work group; performs highly responsible technical staff assistance to the Finance Director, exercises direct supervision over staff, and performs related work as assigned.

Background:

As the City continues to implement opportunities for growth and grant opportunities, the complexity of financial operations and grant management has increased substantially creating additional responsibilities distributed among existing staff. This has led to backlogs of projects, potential compliance risks, and limited capacity to maximize grant opportunities. To strengthen financial management, optimize grant administration and opportunities, and mitigate compliance risks, this position is being recommended for approval and to proceed with the recruitment with the new fiscal year.

This position would report to the Finance Director and will be added to the Executive and MidManagement Compensation Plan.

Item #02
Alignment with City Council Goals:

Goal #6: Strengthen Institutional Capacity
Fiscal Analysis:

The salary range for this position will be $88,000 to $107,000 and added to the Executive and MidManagement Compensation Plan. The cost for the new position has been included in the proposed Fiscal Year 2024-25 budget. Through April 30, 2028, this position will be partially funded up to $56,313 per fiscal year through the Prop 64 Cohort 3 grant. Staff will continue to seek additional funding offsets by recovering the maximum extent feasible to be collected through indirect costs of administering grant programs.
