Item #03
Date: July 16, 2024
To: Mayor and City Council
From: Jason Zumalt, Public Works Manager
Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Replacement of Ellis Lake Water Pump
Recommendation:

Pass a Motion to 1) authorize the City Manager or designee to replace the Ellis Lake pump by accepting the quote from Durham Pump in the amount of $44,237.35, and 2) authorize the Finance Director to make a supplemental appropriation to the appropriate account number.

Rationale for Recommendation:

The Public Works Department seeks to replace the Ellis Lake Pump which supplies fresh well water to maintain lake water levels. The current state of the pump is over its life expectancy with being in service for over 30 years. Staff have observed that the pump is failing and after consultation with the pump and well experts recommend complete replacement.

Background:

Ellis lake is a City owned lake which has been a focal point and attraction of the city since 1939 when the swamp became a lake. The lake continues to be a focal point and attraction of the city providing opportunities for walking, bird watching, fishing, or just relaxing. The water well drill log was completed in December of 1979 in efforts to supply the lake with a continual water source. Shortly after, the pump and motor were installed. The pump has been repaired repair and maintained several times since.

Discussion & Analysis:

The current pump and motor have exceeded their useful lives due to the amount of sand and silt that naturally flow in water through the pump bowls, in conjunction with the mechanical broken oil tube which lubricates the pump shaft in which runs the length of the pump setting. Due to the age of the pump and motor the well continues to pump less water than designed, which causes the pump to run longer hours to maintain the lake’s water level.

Staff reached out to local reputable contractor experienced in performing pump replacement in both agriculture and commercial applications. The City solicited and received quotes from three (3) pump contractors. Three contractors indicated that they could perform the pump replacement at prevailing wage with the exception that the Public Works would need to perform traffic control, tree trimming and site preparations necessary to provide access. Quotations ranged from $44,237.35 to $58,750 with the following results:

Item #03
1) $58,750.00, T A Luker Engineering
2) $49,804.65, Commercial Pump & Mechanical, Inc.
3) $44,237.35, Durham Pump & Irrigation
Staff looked at other alternatives such as repair, rebuilding and other maintenance solutions. Because of the importance of Lake Ellis to the Marysville community, staff in consultation with the pump and well experts recommend complete replacement.

Alignment with City Goals:

Goal #3: Improve Infrastructure
Goal #5: Support Parks & Recreation
Fiscal Analysis:

There is a fiscal impact of $44,237.35 for the cost to replace the pump and motor. As this is an unplanned and unbudgeted repair, staff are requesting a supplemental appropriation in an amount not to exceed $44,237.35 to 10-160-5405 (Capital Projects) from the General Fund.
