Item #07
Date: September 3, 2024
To: Mayor and City Council
From: Vincenzo S. Corazza, Public Works Director
Jim Schaad, City Manager
Subject: Acceptance of a Feather River Air Quality Management District (FRAQMD) Mini-Grant for a Bicycle Rack at Bryant Field
Recommendation:

Pass a Motion to 1) accept the Feather River Air Quality Management District (FRAQMD) mini-grant not to exceed $2,000, and 2) authorize the Finance Director to make the appropriate budget adjustments as necessary.

Rationale for Recommendation:

Accepting the mini-grant from FRAQMD provides a bike rack inside Bryant Field at no cost to the City to encourage biking to and from this sporting stadium.

Background:

In April of 2024, the Yuba Area Bike Advocates (YABA), in partnership with Blue Zones Project, was made aware of a mini-grant from FRAQMD. They pitched the idea of a base-ball themed bike rack to be located inside Bryant Field. Highlands Community Charter and Technical Schools, the current lessee of Bryant Field was contacted and supported the idea.

On May 31, 2024, the City as the eligible lead agency and owner of Bryant Field, applied for the grant.

On August 15, the City was notified of grant award.

Discussion & Analysis:

Bryant Field currently does not have any bike racks. Patrons/eventgoers who do ride their bicycles often have to park their bikes outside of the park or under the bleachers. YABA cited several locations and found a baseball theme bike rack for approximately $1,200 each. This grant would cover up the cost of purchasing one bike rack. Together with YABA, City staff will install the rack upon order delivery.

Fiscal Analysis:

As this is a grant with no match, there will be no impact to the City’s General Fund. The Finance Director will make the appropriate budget adjustments to the Facilities and Parks Department.
