Item #05
Date: September 17, 2024
To: Mayor and City Council
From: Christian S. Sachs, Chief of Police
Jim Schaad, City Manager
Subject: Emergency Purchase: Air Conditioning Unit
Recommendation:
Pass a Motion to 1) receive and file an emergency purchase of an air conditioning unit for the 911 Equipment and Radio Room pursuant to Section 2.76.090 of the Marysville Municipal Code, and 2) authorize the Finance Director to make a supplemental appropriation of $8,500 to the appropriate account number.
Rationale for Recommendation:
An emergency purchase for the 911 equipment and radio room air conditioning system was necessary as the old antiquated system failed and could no longer be repaired. There was an immediate need to purchase the system to ensure continued protection of public health, safety and welfare to maintain operational functionality and uninterrupted 911 services.
Background:
The 911 equipment and radio room air conditioning unit has experienced multiple failures over the past year, especially during the high temperature months. During a recent failure of the system, 911 calls had to be transferred to Yuba City Police Department. Temporary cooling units were installed to help reduced the system from overheating but is still not optimal.
During this time, three project bids were solicited. The quotes are attached with John Burger Heating and Air being the lowest bid.
Discussion & Analysis:
Given the urgency of the situation and the necessity to protect the health, safety, and welfare of the personnel, as well as to ensure the continuity of 911 operations, an emergency purchase was authorized. to secure John Burger Heating and Air. This emergency purchase was made pursuant to Section 2.76.090 of the Marysville Municipal Code. This code specifically states staff shall submit monthly to the City Council a list of all emergency purchases made pursuant to this section during the preceding month, together with an explanation of the circumstances of each.
Item #05
Fiscal Analysis:
