Call to Order
The City of Marysville City Council meeting called to order by Mayor Branscum at 6:04 pm.

Present: Councilmembers Belza, Gilchrist, Hudson, Vice Mayor Buttacavoli and Mayor Branscum.

When you are called on by the City Clerk and Mayor, you will be unmuted, and you can address the City Council. Whether you are here in person, or attending via Zoom, when called upon please give your name clearly for audio recording. You are requested to address your comments to the Mayor and Council, and not to the audience. By state law, the Council is not permitted to undertake any action or discussion on any item not appearing on the posted agenda. 1. Approval of Accounts Payable
Recommendation: Pass a Motion 2024-113 approving accounts payable in the amount of $522,100.85 for the period of August 24, 2024, through September 6, 2024..

2. Minutes Approval
Recommendation: Pass a Motion 2024-114 approving the City Council meeting minutes from the May 7, 2024, May 21, 2024 and June 4, 2024 special meetings and the May 21, 2024 and June 4, 2024 regular meetings.

3. Feather River Air Quality Management District (FRAQMD) Carl Moyer Lawn & Garden Program
Recommendation: Pass a Motion 2024-115 to 1) accept the Feather River Air Quality Management District’s (FRAQMD) Carl Moyer Lawn & Garden Program vouchers and 2) authorize the City Manager, or designee, to trade-in approved surplus equipment for new electric riding lawn mowers and small tools.

4. Parks Division Flail Mower Purchase Utilizing ARPA Funds Recommendation: Pass a Motion 2024-116 to 1) authorize the purchase of a Flail Mower for the Parks Division of Public Works, and 2) authorize the Finance Director to make a supplemental appropriation not to exceed $14,000 to 10-160-5401 (Vehicles & Heavy Equipment).

5. Emergency Purchase: Air Conditioning Unit
Recommendation: Pass a Motion 2024-117 to 1) receive and file an emergency purchase of an air conditioning unit for the 911 Equipment and Radio Room pursuant to Section 2.76.090 of the Marysville Municipal Code, and 2) authorize the Finance Director to make a supplemental appropriation of $8,500 to the appropriate account number.
