Item #04
Date: October 1, 2024
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Adopting a Harassment, Discrimination and Retaliation Prevention Policy Recommendation:
Pass a Motion to adopt Resolution 2024-XX adopting a Harassment, Discrimination and Retaliation Prevention Policy.
Rationale for Recommendation:
In preparation for the upcoming Community Development Block Grant Program (CDBG) for the 2024 funding year, the California Department of Housing and Community Development (HCD) has updated Chapter 4: Additional Grantee Requirements of the Grants Management Manual, effective August 27, 2024. This update mandates the adoption of a resolution alongside a Harassment, Discrimination and Retaliation Prevention Policy.
Background:
To comply with AB 1825 and SB 778, the City was required to implement a policy that outlines the definitions, rights, and responsibilities of all employees, along with procedures for reporting incidents.
The City first adopted this policy during the Council meeting on March 2, 2021.
Discussion and Analysis:
To meet the CDBG requirements for the 2024 funding year and future funding applications, staff has reviewed the existing policy and prepared the appropriate resolution. The policy has been updated to align with the formats of other current policies and to incorporate gender-neutral language.
Alignment with City Council Goals:
Goal #6: Strengthen Institutional Capacity
Fiscal Analysis:
There is no fiscal impact to the City associated with adopting a Harassment, Discrimination and Retaliation Prevention Policy.
