Subject: 2024 Community Development Block Grant Program Notice of Funding Availability Application – Phase 3 Street Projects
Recommendation:

Pass a Motion to approve Resolution No. 2024-XX approving the submission of the 2024 Community Development Block Grant Notice of Funding Availability application for the Phase 3 Streets Project and authorize the City Manager, or designee, to execute all necessary documents related to the application.

Background:

The City of Marysville is preparing to submit a 2024 Community Development Block Grant (CDBG) application in response to the Notice of Funding Availability (NOFA) released on August 30, 2024, by the California Department of Housing and Community Development (HCD). The NOFA outlines the availability of approximately $34 million in federal funding, allocated through the United States Department of Housing and Urban Development (HUD) to support non-entitlement communities like Marysville. The primary goals of the CDBG program are to develop viable urban communities through the provision of decent housing, a suitable living environment, and economic opportunities, primarily benefiting low- and moderate-income (LMI) persons.

The City has received an Award Notification Notice as of September 18, 2024, for the 2023A funding to complete the Phase 2 area (Attachment #3) and has a conditional award for the Phase 1 area (Attachment #4). Historically, CDBG funds have enabled the City to acquire a Wildland Firetruck and provide senior services during the Coronavirus pandemic.

For the 2024 NOFA, eligible jurisdictions like Marysville are encouraged to submit projects that address critical infrastructure and community needs. The City has identified the Phase 3 Streets Project as a priority, aimed at enhancing transportation infrastructure in underserved areas within Census Tracts 401 and 402.01, as outlined in Attachment 4. The project will improve safety, accessibility, and long-term sustainability of streets in these neighborhoods, which predominantly house low- and moderate-income (LMI) residents.

Item #06
Under the 2024 CDBG NOFA guidelines, the City may apply for up to $3.6 million in funding across various eligible activities, including infrastructure projects. The Phase 3 Streets Project aligns with CDBG objectives, focusing on infrastructure improvements in predominantly LMI communities and supporting the City’s broader goals of enhancing public safety and economic development.

The application will undergo CDBG’s comprehensive review process, which includes compliance with federal cross-cutting requirements (e.g., environmental reviews, labor standards), adherence to the Build America, Buy America Act (BABA), and commitment to equity and inclusion. The City will collaborate closely with residents and stakeholders to ensure the project meets community needs.

Discussion and Analysis:

The Phase 3 Streets Project continuesthe City's efforts to improve aging and deteriorating infrastructure in underserved areas. The proposed streets for rehabilitation, as outlined in Attachment 5, include:
• 7th Street
• 8th Street
• 10th Street
• Ellis Lake Drive
• Feather Side Way
These streets serve areas with a high concentration of LMI households, making them eligible for CDBG funding. The proposed pavement rehabilitation will enhance road safety, reduce long-term maintenance costs, and improve residents' quality of life.

This project supports the City’s strategic priorities of infrastructure improvement and addressing the needs of disadvantaged communities. Public outreach efforts included community meetings to gather resident feedback. The project is shovel-ready, with plans and specifications prepared for bidding. The timeline will be updated upon funding approval.

Alignment with City Council Goals:

The grant application for CDBG Funds supports City Council Goal #3: Improve Infrastructure, as discussed in multiple public meetings.

Environmental Review:

This project is categorically excluded that converts to exempt under NEPA as it involves the rehabilitation of existing streets and will not result in significant environmental impacts.

Fiscal Analysis:

The total estimated project cost is $3.3 million, which will be fully funded through the CDBG allocation if the application is successful. The application fee of $7,500 will be covered by existing CDBG funds.
