From: Dan Flores, Community and Economic Development Director Jim Schaad, City Manager
Subject: License Agreement for Bryant Field
Recommendation:
Pass a motion to 1) approve a License Agreement for Bryant Field between the City of Marysville and Yolo High Wheelers, LLC, and 2) authorize the Finance Director to make the appropriate supplemental appropriations regarding the agreed upon capital improvements in the License Agreement.
Background:
The Pioneer Baseball League, established in 1939, is a professional league in the western United States and one of four MLB-partnered independent leagues. Originally a Class C minor league, the Pioneer League has grown over 85 years, with nineteen franchises competing. In 2021, the league became independent from MLB affiliations, expanding its footprint to California in 2024. Currently, twelve teams from California, Montana, Colorado, Idaho, and Utah compete. The 2024 champion team, the Yolo High Wheelers (Licensee), has expressed interest in obtaining a year-round license from the City of Marysville (City) for Bryant Field, a city-owned facility located at 1431 C Street, for baseball and other community events.
Discussion and Analysis:
The proposed License Agreement between the City and Licensee, grants the team shared, non-exclusive rights to Bryant Field beginning November 15, 2024. Under this agreement, the team will be known as the Yuba-Sutter High Wheelers, proudly representing the City while actively engaging with and supporting the entire Yuba-Sutter community. This partnership enables the team to host year-round events at Bryant Field, including baseball games and other approved activities.
Key terms in the agreement allow the City to continue hosting its own community events at Bryant Field without disruption. The Licensee, meanwhile, will assume responsibilities for field maintenance, facility repairs, and event security. Security plans for special events will be subject to approval by the Chief of Police, ensuring safe operations. Baseball games are anticipated in spring and summer, while any additional events will require 30 days’ advance notice and City approval.
The Licensee is committed to being an active part of the Yuba-Sutter community, working with local businesses on concessions, providing free community activities, and organizing youth baseball Item #01
workshops.
The City will ensure parking availability near the stadium and invoice the Licensee for utilities. The Licensee will also submit ticket prices and fees for City approval and implement traffic and parking control measures for all events.
The addition of the Yuba-Sutter High Wheelers to Bryant Field brings several positive economic impacts to the Yuba-Sutter community. The team’s events will attract visitors, increasing local spending at restaurants, hotels, and retail stores. Year-round activities at the field will also generate new job opportunities in event management, concessions, and security, benefiting the local workforce.
Additionally, partnerships with local businesses for concessions and community-focused programs, like youth baseball workshops, will foster connections, circulate revenue within the community, and encourage greater youth engagement. By making Bryant Field a lively, multifaceted venue, this partnership is poised to boost tourism and strengthen Marysville’s role as a community and regional destination.
Alignment with City Council Goals:
Goal #2: Expand Economic Development Opportunities Goal Goal #5: Support Parks & Recreation
Legal Review:
This contract has been reviewed and approved by legal counsel.
Fiscal Analysis:
The License Agreement has a term of three (3) years, during which the Licensee will contribute approximately $67,200 annually in in-kind services. The City will reimburse the Licensee up to $250,000 from the General Fund for agreed-upon capital improvements. To cover this reimbursement, a supplemental appropriation of up to $250,000 is being requested from the relevant accounts within the Facilities and Parks Department budget.

To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: Finance Director Job Classification
Recommendation:
Pass a Motion to approve the job classification for the Finance Director position.
Rationale for Recommendation:
In October 2024, the current Finance Director resigned, and as we move forward with recruiting a new Finance Director, there is no current job description available for the position. The existing classification refers to the role of Administrative Services Director. In collaboration with the HR Manager Consultant and Finance Director, the outdated classification has been revised to reflect the current title, as well as updated responsibilities and technological advancements. These changes are purely administrative in nature and to impact the pay range, work conditions, or the core duties of the role.
Background:
In order to uphold the City’s high standards of fiscal responsibility and ensure a smooth transition to a new Finance Director, it is essential to have an updated job classification in place. This will guide the recruitment process and provide a clear understanding of the position's responsibilities. The Finance Director is responsible for overseeing the Finance Department, which includes managing the City’s operating budget, capital investment program, accounting and reporting, revenue collection, payroll, purchasing, employee benefits, and risk management. The Director coordinates activities with other City departments and external agencies and provides complex administrative support to the City Manager. The role also ensures compliance with applicable federal, state, and local laws, and supervises department staff as a key member of the City’s Management Team.
Alignment with City Council Goals:
Goal #6: Strengthen Institutional Capacity
Fiscal Analysis:
There is no fiscal impact from adding this updated classification to the City’s roster, as the salary range for the position is already established.
