Jim Schaad, City Manager
Subject: Approval of Proposed 2025 City Council Meeting Calendar Recommendation:

Pass a Motion adopting the 2025 City Council Regular Meeting Calendar, identifying the first and third Tuesday of each month as Regular City Council Meetings, with four (4) established recesses, January 7, April 15, August 5, and December 16, 2025.

Rationale for Recommendation:

Before January of each year the City Council approves the annual Council meeting schedule confirming the dates for regular meetings and identifying any meeting dates that will not be scheduled.

Background:

On June 16, 2015, Council adopted Ordinance 1375 amending section 2.04.010 of the Marysville Municipal Code (MMC) as follows regarding Regular Meetings of the City Council including the time and place meetings are to be held:
“The city council shall hold regular meetings on the first and third Tuesdays in each month at the hour of six p.m. in the council chambers of the city hall, Sixth and C Streets, in the city.

When the day for any regular meeting falls on a legal holiday, no meeting shall be held on such holiday, but the regular meeting shall be held at the same hour on the following business day.”
Discussion & Analysis
The recommended 2025 Regular meeting schedule is in accordance with the Marysville Municipal Code.

This meeting schedule does not identify special or executive (closed) session meetings which may be called according to MMC 2.04.020 and 2.04.030.

Next Meeting Announcement (Mayor)
The next regular City Council Meeting is Tuesday, October 1, 2024, at 6:00 pm Adjournment (Mayor) at: 2:26 pm
Item #04
Date: December 3, 2024
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Approval of Revisions to the Executive and Mid-Management Compensation Plan Recommendation:

Pass a Motion to 1) approve and ratify language cleanup to the Executive and Mid-Management Compensation Plan, to be effective immediately for cleanup language, 2) salary revisions to be effective January 1, 2025, for Lieutenant and Support Services Manager positions, and 3) adopt Resolution 2024-XX memorializing these changes.

Rationale for Recommendation:

The City Manager has drafted this revision to the Executive and Mid-Management Employees Compensation Plan.

Discussion & Analysis:

The attached Executive and Mid-Management Compensation Plan has been developed to provide a more competitive compensation structure while staying within budget constraints. As surrounding jurisdictions have steadily increased salaries and benefits over the past 24 to 36 months; the City of Marysville’s Executive and Mid Management Staff compensation has remained below market value. The proposed revisions provide moderate increases for key positions and attempt to keep pace with the surrounding market while managing City expenses.

Staff has made several minor administrative updates as outlined within the attached plan for review. The notable amendments are outlined below.
a. Position Clarification
• Adding Grants Manager to agreement (previously approved position by City Council).
• Adding Human Resources Manager position (will be unfilled until approved by City Council at later date).
• Moving Executive Assistance to the Chief of Police from the Non-Sworn Bargaining Unit to the Executive / Mid-Management Agreement.
b. Changing “Community Development Director” to “Community & Economic Development Director”.
c. Providing clarification between Exempt and Non-Exempt Employees.

Item #04
d. Providing clarification for benefits for Part-Time Employees. e. Updating salary ranges for Police Lieutenant and Police Support Services Manager.

Fiscal Analysis:

The financial impact is allocated and included within the FY 24/25 budget.

Item #05
Date: December 3, 2024
To: Mayor and City Council
From: Jennifer Styczynski, Finance Director
Jim Schaad, City Manager
Subject: New Transactions and Use Tax Agreement with California Department of Tax and Fee Administration
Recommendation:

Pass a Motion to 1) approve Resolution 2024-XX authorizing the City Manager to execute agreements with the California Department of Tax and Fee Administration (CDTFA) for the implementation of a local transactions and use tax, 2) approve Resolution 2024-XX authorizing the examination of local sales and use tax and transactions sales and use tax records, and 3) authorize the City Manager to execute the agreements with the CDTFA for the collection and administration of the Measure G local transactions and use tax within the city limits of Marysville.

Background:

On July 2, 2024, the City Council adopted Ordinance No. 1453, which amended sections of Title 3, Chapter 3.05 of the Marysville Municipal Code in preparation for the proposed ballot language to appear on the November 5, 2024, election. This marked the first step in renewing Measure C, set to expire in October 2026. A “yes” vote on Measure G (formally Measure C) supported the renewal of the existing 1% sales tax. The ballot measure was passed with 74.86% voter approval.

Discussion & Analysis:

The CDTFA is responsible for administering and collecting Sales and Use taxes, as well as Transaction and Use taxes, for all jurisdictions within the state. To ensure proper administration of the local transactions and use tax under Part 1.6 (commencing with Section 7251) of Division 2 of the Revenue and Taxation Code, the City Council must approve a Preparatory Agreement, Administration Agreement, Resolutions to Execute Agreements, and an Examination of Confidential Records with the CDTFA. This approval will allow staff to complete the necessary steps to authorize the CDTFA to continue collecting the voter-approved sales tax for Measure G.

Alignment with City Council Goals:

This Agenda item aligns with all six (6) Council Goals. Goal #1: Increase Fiscal Sustainability, Goal #2: Expand Economic Development, Goal #3: Improve Infrastructure, Goal #4: Enhance Public Safety, Goal #5: Support Parks & Recreation and, Goal #6: Strengthen Institutional Capacity.

Item #05
Fiscal Analysis:

The continuation of the existing voter-approved 1% transaction and use tax is anticipated to generate approximately $3.9 million annually. Pursuant to Section 7272 of the State Revenue and Taxation Code, the City is required to reimburse the CDTFA up to $175,000 for preparation and administering the tax, as well as for ongoing annual costs related to administering, collecting, and remitting the tax to the City. These costs are deducted from tax remittances to the City and are currently estimated to range between $20,000 to $22,000 annually. No budget action is needed as these fees have already been accounted for in the current sales tax revenue budget and projections.

Item #06
Date: December 03, 2024
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Approval of a Contract for an Interim Finance Director Recommendation:

Pass a Motion to approve a contract agreement for an interim Finance Director in the amount not to exceed $50,000 to maintain a smooth transition until the City hires a permanent Finance Director.

Rationale for Recommendation:

The approval of a contract agreement for an interim Finance Director is essential to ensure the continued stability and functionality of the City’s financial operations during the transition period. The interim Finance Director will provide critical oversight, maintain compliance with financial regulations, and support ongoing budgetary, audit, and financial reporting processes.

Background:

The City’s current Finance Director position will be vacant following a recent resignation. This inevitable vacancy comes at a critical time when the City is preparing for key financial activities, including budget amendments, year-end audits, grant management, and financial reporting to state and federal agencies. The absence of leadership in this position could lead to delays in these processes, risking non-compliance and reputational harm to the City.

To address this challenge, the City has initiated a recruitment process for a permanent Finance Director. However, this process will take time to identify, interview, and onboard a qualified candidate.

In the interim, the City requires experienced financial leadership to maintain operations and provide a smooth transition.

Discussion & Analysis:

The proposed contract agreement will allow the City to retain the services of a highly qualified interim Finance Director to fill the leadership gap. This professional will be responsible for overseeing all dayto-day financial operations, ensuring compliance with government regulations, assisting with financial reporting, and supporting the preparation and execution of the City’s budget.

The interim Finance Director will also play a pivotal role in supporting staff and providing institutional knowledge to ease the transition for the incoming permanent Director. The cost of this agreement, capped at $50,000, is a prudent investment to safeguard the City’s financial stability and ensure uninterrupted service delivery.

Item #06
Approving this contract ensures that the City continues to operate effectively and responsibly during this transitional period.

On December 5, 2023, the City Council passed a motion approving the 2024 Regular City Council Meeting Calendar. This calendar identified three (3) established recesses to include December 17, 2024. Subsequently, circumstances have changed, and time sensitive matters have arisen that require City Council's attention prior to the next regularly scheduled meeting in January of 2025.
